The Director of Operations is charged with maintaining a high performer status and directing facilities maintenance and leasing activities as they relate to grant performance, funding, laws, and regulations. The Presque Isle Housing Authority (PIHA) manages a 185-unit Public Housing development that is home to more than 400 low-income individuals. In addition to Public Housing, we have a Resident Service Coordinator grant to support tenant families in setting and achieving life-improving goals. PIHA also administers a Section 8 Voucher Program, hosts the Hub 9 Homeless Services Coordinator, and offers Navigation services to families experiencing homelessness.
The incumbent will assist the Executive Director with managing strategic housing initiatives and help to ensure that housing operations are operating effectively, efficiently, and in accordance with the applicable federal, state, and local laws and regulations.
Essential Duties:
Directs the management of the Authority’s housing and resident service programs:
supervises the Maintenance Manager and Housing Programs Manager to assign, monitor and evaluate work activities, projects, and initiatives.
Establishes vision, goals and objectives:
works with the leadership team to develop and execute the Authorities vision and strategic plan; establishes department goals and objectives and assists in the preparation and oversight of the budget and project plans.
Quality Control:
ensures compliance with all applicable HUD, state, local, and PIHA regulations and policies; develops and recommends policy changes.
Continuous Improvement:
analyzes existing systems, methods and procedures, and identifies opportunities for improvement; works with direct reports to develop and facilitate plans that cultivate positive and effective change.
Community Liaison:
meets with resident councils, neighborhood groups, civic associations, city, state, and federal agencies, etc. to explain housing authority programs, policies, and operations.
Requirements:
Bachelor’s degree in public administration, business administration, or related field.
At least 3 years of progressively responsible non-profit or governmental program experience, including at least 2 years in a management role.
At least 3 years of experience working with programs serving low-income, disabled, and elderly populations preferred.
Property or low-income housing management experience, and Public Housing Management or equivalent certification, preferred.
Any equivalent combination of education, training, and experience will be considered.

Pay: $70,000.00 - $88,000.00 per year
