(*Denotes Essential Functions)*In coordination with the Office of Systems Integration (OSI), Payroll, and IT, serves as Office of Human Resources lead for projects relating to Human Resources technical systems (PeopleSoft, evaluation modules, Conflict of Interest, training compliance systems, Online Leave System).*Investigates and reports errors within HR technical systems, testing solutions as needed. Provides guidance to OHR stakeholders on the use and processes of PeopleSoft.*Analyzes data and provides management with comprehensive data and reports for a variety of purposes while ensuring the security of all HR related data. Interprets data and makes recommendations, as appropriate.*Provides technical and content support to all Human Resources related outreach efforts on behalf of System OHR.*Serves as UH System contact for State agencies (i.e., DHRD, HIP, EUTF), to address complex issues related to data management and reconciliation.*Utilizes new and existing technologies (HIP, OnBase digital filing systems, DHRD and UH HR Systems) to streamline work processes and maximize output on assigned task.*Serves as OHR functional lead for scheduled efforts related to the management and review of complex sets of data, including IPEDS and compliance with the Affordable Care Act (ACA).Participates in special projects in areas of human resources management. Requires timely and thorough research analyses, extraction of pertinent information and data, and development of recommendations to improve operational efficiencies.Develops training content and conducts training. Recommends improvements and expansion of training program based on feedback.Evaluates current processes, researches alternatives, and develops recommendations for process and procedural improvements. Initiates, audits and finalizes any employee transaction (contact information, pay adjustments, step movements, etc.)Uses discretion and tact in handling sensitive and confidential information when responding to inquiries and requests for information.Preaudits applicant suitability information, requesting additional documentation as needed, consulting with Suitability Lead prior to final determination of status.Supports HR data requirements for budget planning, collective bargaining negotiations, EEO data, and changes in compliance mandates, BOR Policy, Hawaii Revised Statutes, etc.Other duties as assigned.Minimum Qualifications

Possession of a baccalaureate degree in human resources management, business administration, education or related field and 3 years of progressively responsible professional experience with responsibilities for human resources management, or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.Considerable working knowledge of principles, practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources management.Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.Demonstrated ability to operate a personal computer and apply word processing software.For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.Ability to exercise tact, confidentiality, sound discretion and judgment and timeliness in performance of work.Demonstrated ability to embrace, apply, and use technology to maximize effectiveness and efficiency.Demonstrated ability to competently use a computer and applications including word processing, spreadsheet, presentation and email to effectively perform work.Working knowledge of principles, practices, techniques of general HR policies/procedures, rules, regulations governing HR management.Demonstrated ability to interpret HR and general administrative rules and regulations, exercise judgment, and develop specifications to address the automation of these requirements to foster efficiencies in processes.Desirable Qualifications

Experience in providing excellent customer service.Demonstrated ability to interpret HR functions and processes and translate them into system solutions in an HRIS environment.Working knowledge of report writing and/or query tools to extract data and generate reports.To Apply
