The Human Resources Generalist uses theoretical and practical knowledge of the field of personnel management/human resources to interpret, research, and advise/instruct staff on UC and departmental policies and procedures regarding recruitment and hiring options, exceptions to policy, affirmative action regulations, training, classification, and payroll. This position researches and interprets UC Personnel Policies and bargaining unit contracts (CX, RX, SX, and TX) and advises staff. The position has a strong focus on staff recruitment, classification and compensation including recruiting new staff, answering questions about a wide variety of compensation/classification/benefits policies and procedures, orienting and guiding staff regarding leaves of absences and on the job injury procedures, collects and analyzes HR data.This position focuses on overseeing Chemistry & Biochemistry staff recruitment & hiring activities, guiding supervisors and interacting with job applicants. Under the direction of the AP/HR Manager, the HR Generalist 2 oversees and monitors the entire recruitment process for entry level staff positions including taking preventive action to ensure timely recruitment activities from job posting through job offer (job posting; resume review; scheduling interviews; interview invitations; interview questions and screening tools; interview process; reference checks; job offer). The position trains supervisors and others on the UCSD HireOnline system and the nuances of resume screening and sometimes participates on an interview panel. The position also manages the onboarding of new employees.This position manages the HR administration system (UCPath) data entry process for the Department. Responsible for the entry of standard position in UCPath (new hires, rehires, leave of absence, separations, etc.) and adjustments (in Paypath, Job Data, etc.) This position will serve as a backup timekeeper for both monthly and bi-weekly payroll.The position interacts and shares information about a wide variety of topics affecting staff employees, including career staff, supervisors, students, and temporary appointments. The position provides information and online information regarding pay, benefits, job descriptions, and general personnel policies, serving as an information resource for the department's staff represented by multiple bargaining units (CX, TX, SX) and title codes.The position is an expert on confidential paid and unpaid leaves of absence including FMLA, CFRA, Pay for Family Care and Bonding (PFCB)/parental leave, informing staff of their leave and pay options, coordinating the leave dates and medical notes, explaining pay impacts related to sick time/paid leave/disability. The position tracks all leaves, communicates with staff/supervisors, and makes entries into UCPath throughout the leave and ensures that all necessary documents are completed in a timely manner. The position also tracks and analyzes data such as recruitment timelines, employment status (Temps, STEs, student, and career FTEs), orientation attendance, LOAs, flexible schedules, performance appraisals, job descriptions, job postings, mandatory training, etc.QUALIFICATIONS

Bachelor's degree in related area and / or equivalent experience / training.

Knowledge of organizational policies and procedures and knowledge of functional area.

Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR.

Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.

Demonstrated understanding of the importance of ensuring an equitable, inclusive, and diverse working environment, with the ability to work as a part of a diverse and collaborative team. Demonstrated competency and commitment to equity, diversity and inclusion.

Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments.

Demonstrated ability to handle difficult or volatile situations / individuals effectively.

Strong interpersonal skills and the ability to interact with a diverse group of individuals, using tact, diplomacy, and sensitivity; ability to develop and maintain good working relationships with employees, faculty, managers, supervisors and campus administrators.

Proven ability to maintain strict confidentiality and to exercise discretion.

Ability to act independently and to exercise sound judgment, with the acumen and sensitivity to accurately identify those decisions and activities which require collaboration with others and/or higher-level consultation.

Demonstrated experience performing job analysis and developing job descriptions for professional, technical, research support, administrative, and/or clerical positions. Includes knowledge of classification principles/policies/practices and appropriate compensation levels.

Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.

SPECIAL CONDITIONS

This position is hybrid with at least 3 days each week on campus.

Job offer is contingent upon satisfactory clearance based on Background Check results.

Occasional overtime may be required.

Pay Transparency ActAnnual Full Pay Range: $63,800 - $111,600 (will be prorated if the appointment percentage is less than 100%)Hourly Equivalent: $30.56 - $53.45Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).If employed by the University of California, you will be required to comply with our Policy on Vaccination Programs, which may be amended or revised from time to time.
