Summary You will serve as a PROGRAM ANALYST in the PROGRAM MANAGEMENT DEPARTMENT of NAVAIRWARCENAC DIV. Responsibilities You will collaborate with managers for the development of program guidance and requirements for development, test and evaluation, procurement and in- service operations of supported aircraft programs. You will formulate short-term and long-range program plans, and ensure that program milestones established provide adequate time and resources for implementation by contractors, field activities and participating government agencies. You will plan adequate administrative and procurement lead-times, realistic development schedules, cost-effective quantities of test articles, proper scheduling of test facilities, and a range of other factors for the development of program plans. You will develop and maintain a management information reporting system sufficient in scope to serve as a reference source for briefing program officials about the current technical, financial and schedule status of the program. You will make evaluative analyses of all aspects of the program including program objectives, policies, work operations, progress, resources utilization, intra and inter-program balances and related matters. You will identify actual or potential problem areas and evaluate the effect of alternative and corrective actions on the program objectives and on the overall utilization of manpower, money and materials resources. You will perform budget administration work, advising on the time-phasing of budget plans, developing and coordinating budgetary actions in the execution phases, assuring that funds are used on a timely basis where needed to accomplish program goals. You will translate program objectives into necessary contracts, contractor support, procurements, and field activity tasking required to implement the program. You will monitor the delivery of products or services, assuring that material procurements and services are in accordance with approved plans, agreements and contracts. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
