Northrop Grumman Defense Systems (NGDS) Sector is seeking a

Principal Program Cost and Schedule Control Analyst (Level 3)/ Sr. Principal Program Cost and Schedule Control Analyst (Level 4)

to join us in the pursuit of top-tier financial performance within the Advanced Programs Operating Unit (OU). The positions are based out of Northridge, CA and will report to the Business Manager over Advanced Programs.

There is no telework option for this position; it will be located in Northridge, CA. Relocation is also available.

This role will be responsible for implementing data-driven analytics into effective program performance outcomes. Candidates for this position will demonstrate a broad skill set that is balanced across financial management, leadership, collaboration, innovation, communication, project management, risk/opportunity management, business acumen, and proposal-based capabilities.

Roles and responsibilities may include but are not limited to the following:

Management of program financials, including: financial and cost forecasting, revenue, Operating Margin (OM), Cash, reporting and analysis, profitability analysis, and working capital analysis (accounts receivable forecasting, treasury forecasting, unbilled analysis, and aged receivables analysis)

Implement and maintain Earned Value Management System (EVMS) compliance including cost/schedule/technical integration

Interface with other functions to generate weekly/monthly forecast, actuals, variance narratives reports and metrics

Perform analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines

Develop and review Baselines and Estimates at Complete (EACs); Present and communicate results and changes

Work with the finance, scheduling, and business management teams to develop strategies to improve financial performance based on metrics

Prepare reports and provide recommendations to program management teams

Development of the consolidated Long Range Strategic Plan and Annual Operating Plan

Support Sarbanes-Oxley (SOX) compliance

Support the development of presentations for, and occasionally brief to, Division/Sector/Corporate leadership

Interface with business, program, and corporate personnel

Work with the Capture Lead, Proposal Manager, and core teams to develop the compliant proposal and supporting deliverables

Provide support to the proposal team by developing, reviewing, and submitting proposals that effectively represent the proposal strategy and baseline

Basic Qualifications Principal Program Cost, Schedule & Control Analyst (Level 3):

This position emphasizes skills and experience. Will consider one of the following:

High school diploma or GED with a minimum of 9 years of business, Finance, Accounting, and/or Aerospace and Defense Business-related experience

Bachelor's degree in Business, Finance, Accounting, or related discipline with a minimum of 5 years of Business, Finance, and/or Aerospace and Defense Business-related experience

Master’s degree in Business, Finance, Accounting, or related discipline with a minimum of 3 years of Business, Finance, and/or Aerospace and Defense Business-related experience

Prior program cost control experience, including Earned Value Management Systems (EVMS) on Development programs

Strong working knowledge of Earned Value Management principles and EVMS software (Deltek Cobra/MPM)

Prior financial analysis and/or reporting experience

Working knowledge of FAR/DFARS, and other U.S. Federal Government contracting regulations

Defense Industry Experience

Proficiency in Microsoft Office Suite (Excel, Word and PowerPoint)

Experience reviewing, understanding, and responding to customer requests for proposal (RFPs) on competitive and sole source acquisitions

Expertise in financial analysis

Demonstrated ability to prepare and analyze data, and strong critical thinking skills

Demonstrated ability to work independently with minimal direction

Must be able to work on-site in Northridge, CA

Must have or be able to obtain and maintain an Active U.S. Department of Defense (DoD) Secret security clearance

Preferred Qualifications:

3+ years’ experience with Earned Value Management and/or EVMS Software (Cobra)

Advanced knowledge of Microsoft Office Suite

Public Accounting experience (each year of "Big 4" or relevant Public Accounting experience counts for 2 years of experience above)

Strong GAAP accounting proficiency and research experience

Excellent oral and written communication skills and a keen attention to detail

Prior experience in Estimating and Pricing

Experience with CostPoint, IBM Cognos software (or another similar software), database software

Active DoD Secret clearance

High school diploma or GED with a minimum of 12 years of business, Finance, Accounting, and/or Aerospace and Defense Business-related experience

Bachelor's degree in Business, Finance, Accounting, or related discipline with a minimum of 8 years of Business, Finance, and/or Aerospace and Defense Business-related experience

Master’s degree in Business, Finance, Accounting, or related discipline with a minimum of 6 years of Business, Finance, and/or Aerospace and Defense Business-related experience

Prior program cost control experience, including Earned Value Management Systems (EVMS) on Development programs

Strong working knowledge of Earned Value Management principles and EVMS software (Deltek Cobra/MPM)

Prior financial analysis and/or reporting experience

Salary Range:

$88,700 - $133,100Salary Range 2:

$109,900 - $164,900The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
