Brief Description of Duties:The University of the District of Columbia (UDC) is seeking a Chief Audit and Compliance Executive that will report directly to the president providing independent, objective assurance and consulting services focused on evaluating and improving the university's risk management, internal control, compliance, and governance processes.

Essential Duties and Responsibilities:Develops and implements an internal audit program of the university accounting and financial operations to include the review of accounting procedures, confirmation of accounts, inspection of physical operations and investigation of irregularities and errors. Examines and analyzes records to ensure effectiveness of accounting and managerial controls, accuracy of transactions, and compliance with applicable laws and established university policies and procedures.Evaluates risk exposure relative to the university's governance, operations, and information systems including reliability and integrity of financial and operational information, effectiveness and efficiency of operations, safeguarding of assets, and compliance with laws, regulations, and contracts and recommend improvements.Recommends internal auditing policies, procedures and programs; serves in an advisory capacity to university officials; makes recommendations for improved fiscal and management systems.Develops and communicates an annual risk-based audit plan that establishes priorities of internal audit activity consistent with the university's goals, and meets the standards established by the Institute of Internal Auditors (IIA).Reports regularly to the Audit Committee on internal audit activity performance relative to annual audit plans, highlighting significant risk exposures and control issues, corporate governance issues and other issues and concerns.Evaluates adequacy and effectiveness of controls encompassing the university's governance, operations, and information systems including reliability and integrity of financial and operational information, effectiveness and efficiency of operations, safeguarding of assets, and compliance with laws, regulations and contracts.Addresses significant control weaknesses, gathers knowledge and identifies and evaluates significant risk exposures of the university.Develops and maintains procedures to ensure that senior management communicates significant changes/deficiencies in internal controls systems, and all fraudulent activity to auditors and the Audit Committee.Performs other related duties as assigned.Minimum Job Requirements:BA/BS in accounting, business, finance or a related field, and CPA or CIA.Six to eight years of public accounting or comprehensive internal audit experience in government, not-for-profit, university financial environment, or relevant audit firms required. Experience in general accounting, the budgeting process, cash management, project management, accounting and management information systems, and application and interpretation of state and Federal laws and regulations required.Information to Applicant:Collective Bargaining Unit (Union):
