ICF is looking for a Senior Business Analyst with experience in disaster recovery, public finance, or similar work to support disaster recovery work in Oregon. This position is 100% in the United States. This is a non-managerial, non-supervisory level opportunity.

This is an opportunity to be a part of a project management team that is making a significant impact on behalf of state recovery operations working to optimize disaster grant resource management.

The primary purpose of this position is to support the design, implementation, and administration of a customized system of record (SOR) platform for the our Oregon client and its multiple programs for recovery and resilience that involve information technologies through business and technical requirements elicitation and validation, development and refinement of business processes, development and execution of testing and plans, configuration of the SOR, and creation and maintenance of system documentation.

The SOR platform will be used for the implementation of a variety of recovery and resilience programs. Within the system, our client will design at least: public intake portal, system architecture for a unique applicant record, automation for system processing of eligible applicant files, protocols for standardized external contact to applicants within the system, and interface with client accounting systems including batch payment processes and vendor setup.

Responsibilities

Collaborate with stakeholders to develop the UAT test plan, outlining the scope of testing, test scenarios, and test cases to be executed during UAT.Ensure that the UAT testers understand the business requirements and the functionality being tested. This involves clarifying any ambiguities and answering questions from testers about the expected behavior of the system.Assist UAT testers during the execution phase by providing guidance on how to execute test cases, interpret test results, and report defects effectively.Ensure that all UAT test cases are mapped back to the corresponding business requirements, enabling traceability, and ensuring that all requirements have been adequately tested.Develops and administers technical training to ensure that DRR, other agency staff, and external partners are prepared for changes and able to use tools effectively.Communicates updates regarding SOR system problems, resolutions, or changes to ensure that users are prepared and informed.Works with business experts and end users to gather requirements, and review system specifications; leads requirements meetings with users and partnersProvides subject matter expertise, serving as a willing source of knowledge and as a change champion.Participates in procurement processes for development of and/or enhancement of system.Assists with routine vendor management and contract administration to provide cost effective operation.Works with business partners, internally and externally, to understand opportunities and challenges, making technology solution decisions and recommendations to address needs.Diagnoses and troubleshoot technical and business process problems to quickly resolve problemsPerforms configuration changes on SOR.Leads business process development.Develops detailed analysis of business processes and potential changes to ensure that appropriate outcomes and goals are realized.Maintains awareness of legislative changes, updated security considerations, changing technology architecture, opportunities to improve efficiency, and shifting business environments to provide quick, informed process and technology analysis.Develops business process models, procedures, customer journey diagrams, flowcharts, etc. to document and explain business and technology processes.Identifies technology solutions by researching industry products, peer implementations, enterprise standards, and agency architecture to ensure that solutions are appropriate, available, secure, and sustainable.Develops business cases, project charters, project plans, and other required documentation to ensure that agency projects are thoroughly justified and well planned.Develops detailed functional and non-functional requirements for technology solutions and projects to inform procurement and project planning processes.Conceptualizes and develops specifications that include detailed design documents and technical specifications.Creates test plans and validates test plans against requirements and design documents.Validates data and system functions against documented requirements.Writes use cases and design specifications for SOR development, configurations, and enhancements.Gives functional guidance to IT staff during development of program coding; tests and quality checks system functioning; manages issues and solves errors encountered during the testing process.Leads and/or participates in all DRR technology and data-related projects to ensure that project benefits and deliverables are realized and align with Enterprise and Agency strategy and policy.Develops plans for future business and technology analysis to ensure the SOR and the DRR team as well as external partners are prepared and poised for process and technology change.Assists DRR leadership in developing operational models, processes, procedures, standards, and plans to ensure continued effective, efficient, and secure SOR and DRR operations.Researches, makes recommendations, and develops plans for business process improvement and technology growth to ensure that the agency is innovative, meets business needs, and aligns to Enterprise and agency strategy, policy, and best practice.

MUST HAVE Requirements

Associate’s degree in a related field.5+ years of experience as a Business Analyst.Willing and able to travel up to 10% as project needs require.

Professional Experience

Experience developing, implementing, testing, enhancing, and supporting systems including a grants management or similar system is preferred.Expertise and demonstrated experience in technology solution analysis, including procurement processes, market research, product testing, etc.Expertise and demonstrated experience with complex communication, coordination, and collaboration with technical and non-technical staff, partner agencies, and agency.Experience interfacing with developers to create user stories, documenting, mapping, user acceptance testing, process improvement, etc.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$76,848.00 - $130,642.00
