Duties

Responsible for ensuring that responses to incoming correspondence are processed in an efficient and timely manner and provide other related administrative duties in support of the Office of General Counsel.Establishes and maintains liaison with stakeholders within and outside the OGC, USDA correspondence control officers, and Congressional Staff on document control management, records management, and correspondence management issues or actions.Keeps appropriate officials informed concerning the mission, operations, and accomplishments of the Department, and maintains cognizance and knowledge of actions in areas affecting or of interest to OGC mission.Organizes meetings, briefings, and other activities in support of the correspondence management program for OGC.Responsible for using the purchase card to purchase approved items/services for the agency in accordance with USDA's policies and procedures and any procurement regulations that may be applicable.Manages OGC's Public Transportation Benefit Program and coordinates with the appropriate DOT representative designated under the Department-wide service agreement.Requirements

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, and specialized experience and/or education, as defined below.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your

that shows Time-in-Grade eligibility and reflects your title, series, and grade.)

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-12: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems which demonstrates a minimum of 5 of the 8 following competencies/knowledge to successfully perform as a Program Administrative Specialist. Specialized experience is defined as considerable experience with:

Proficient at managing, reviewing, and distributing all incoming correspondence, including documents of a confidential legal and administrative nature.Experience using and managing an organization's purchase card.Experience managing an organization's public transportation benefit program to determine employee eligibility to receive commuter transit subsidy.Experience serving as a liaison with responsibility for performing a variety of liaison functions (i.e., gathering information, identifying, and analyzing issues, and developing recommendations to resolve problems of effectiveness and efficiency of work operations) and administrative assignments.Experience managing special projects related to resource management and administration, assigned by leadership of the organization.Experience preparing and reviewing reports, briefings, and other high-level documents in accordance with pertinent regulations.Experience advising and assisting with the development of background data and documentation, establishing program policies, and the provision of technical interpretations and opinions to complex and regulatory issues.Proficient at using software applications, databases, and automated systems.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
