Senior Contracts Specialist

in support of our government customer in Washington, D.C. This position currently offers a hybrid schedule that is subject to change per customer requirements.Responsibilities include but are not limited to:Assist the Government project manager in the development of new programs and associated documentation.Assist the Government with Congressional, OIG and higher headquarters taskings.Assist the Government with preparing SES and high headquarters level briefs, white papers, and memos used as the basis to support PEO recommendations.Develop and manage project plans, task trackers and schedules that comply with the program's Performance Work Statement (PWS) and Work Breakdown Structure (WBS).Work with Customs & Border Protection (CBP) clients to establish and monitor the program’s execution towards milestones, key events, and significant accomplishment criteria.Assist the Government project manager in establishing project priorities.Assist the Government project manager in tracking project cost, schedule, and technical performance.Assist the Government project manager in coordinating and establishing the agenda and entrance/exit criteria for project meetings including Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews and other key technical interchange meetings.Plan, prepare, track and maintain acquisition lifecycle documentation.Support development of acquisition milestone documentation, acquisition portfolio reviews, and Acquisition Management and Support Division (AMSD) Quarterly Management Reviews.Provide meeting minutes, review documents, and update/modify Independent Government Cost Estimates as required.Support development of Purchase Request (PRs) packages for various purchase agreement and task order contract vehicles.Support Technical Evaluation Team (TET) activities and provide logistics support for evaluation session.Required Qualifications:Experience equivalent to a PMI PMP or Defense Acquisition University (DAU) Level II or III Program Manager Certification (Actual PMP or DAU certification) desired.10-12 years of related experience.This position requires demonstrated initiative, sound judgment, effective decision-making, and the ability to plan and organize work.Requires a detail-oriented self-starter experienced in supporting senior Government leaders and other technical/business professionals.Advanced skills in Microsoft Word, Outlook, Excel, Access, PowerPoint, and Teams are required.Superior customer interface at senior levels of management with excellent oral and written communication skills are critical.Experience with DHS/CBP contracting and acquisition policy is highly desired.Familiarity with software development best practices, version control systems (e.g., Git), and agile methodologies.Experience with natural language processing (NLP), computer vision, reinforcement learning, or other specialized areas of AI.Knowledge of cloud computing platforms (e.g., AWS, Azure, Google Cloud) and containerization Engine technologies (e.g., Docker, Kubernetes).Experience with big data processing frameworks (e.g., Spark, Hadoop) and distributed computing guidelines.Must be trained/certified or willing to be trained/certified to the DHS T&E Certification Level III equivalency.Respond quickly to requirements and tasks with stringent deadlines in a demanding homeland security environment; possess strong critical thinking abilities and judgment skills; and be able to interact with various levels of people within and outside of a Government organization.Knowledge and/or experience with DHS Acquisition Directives and Acquisition Lifecycle Framework (MD102/ALF); knowledge, understanding and/or experience with the DHS (or DoD equivalent) Test and Evaluation (T&E) policies, procedures and best practices for conducting, monitoring and reviewing operational test and evaluation.Ability to support and perform assessments of T&E artifacts, such as the T&E Master Plan (TEMP), Developmental Test and Evaluation Plans, Operational Test and Evaluation Plans, Operational Requirements Documents, Mission Needs Statements, Cyber Resilience Test Plans; and assist with Letters of Assessment, and T&E.Preferred Qualifications:Experience with DHS/CBP contracting and acquisition policy is highly desired.Clearance Requirements:Must be a U.S. Citizen and willing and able to obtain a DHS Public Trust.A current DHS Suitability Investigation is required to start.Physical Requirements:Must be able to remain in a stationary position approximately 60% of the time.Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
