Under direction, supervises professional and technical employees in the development, design, construction, and maintenance of public works projects. Responsibilities:

Prepares technical reports and reviews comments regarding engineering studies, construction plans, and specifications; conducts field investigations to evaluate engineering problems and recommends solutions. Reviews plans, studies, reports, and permits for compliance with the appropriate code and engineering design standards. Reviews design plans, project specifications, and cost estimates; attends review meetings and identifies and solves design problems. Coordinates development of project designs with contractors, utility companies, land owners, developers, governmental agencies, and the general public. Provides information regarding drainage/flood plain issues, roadway plans, traffic studies/warrants, and subdivision platting to County personnel and the general public. Advises other Public Works sections on matters related to technical engineering issues. Assists with the preparation of the division budget. Supervises staff in the development, design, construction, and maintenance of public works projects to include subdivision platting and development and flood plain management. Conducts field investigations to evaluate drainage/flood plain problems and engineering problems and recommends solutions. Reviews flood plain studies, Phase II Storm Water Permits, Post Construction Storm Water Evaluations and Permits, subdivision plats, and engineering designs for compliance with the County Subdivision Regulations, the County Flood Prevention Court Order, the County Regulations for Stormwater Pollution Prevention, TxDOT Design and Bridge Manuals, AASHTO Design Manual, and the City of San Antonio Unified Development Code, to make recommendations for acceptance. Interacts with the general public related to concerns with drainage, storm water pollution, and flood plain development. Make recommendations to revise current County Court Orders and City Ordinances and to coordinate recommended changes with contractors, utility companies, land owners, developers, governmental agencies, and the general public. Performs related duties as required. Minimum Requirements:

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or closely related engineering discipline, and four (4) years' practical engineering experience including two (2) years' civil engineering experience; or an equivalent combination of education and experience. Must be a Licensed Professional Engineer in the State of Texas or obtain within the first six months of employment. Must have a valid Class C Texas driver's license. Considerable knowledge of civil engineering practices and procedures involving traffic, roadway and bridge plan design and/or flood plain management. Skill in managing multiple projects simultaneously. Ability to supervise technical and skilled employees; ability to communicate effectively, both verbally and in writing; ability to operate personal computer, peripherals, cellular phone, and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside agencies, the news media, and the general public. Must secure and maintain a favorable background investigation and clearance. Must clear a pre-employment physical and a pre-employment drug screen test. May be required to work more than 40 hours during the workweek. Working Environment and Physical Demands:

Frequently working in indoor conditions. Occasionally performs field visits to access flood plains before and after land development under various environmental conditions and terrain. Constantly moves items weighing up to 15 pounds. Occasionally moves objects weighing up to 50 pounds. Occasionally moves about the office. Frequently communicates with others; must be able to exchange accurate information. Constantly operates a computer and other office productivity machinery. Positions self to perform essential functions. Must be able to remain in a stationary position.
