Position Purpose
This position exists to provide campus safety and security to North Central University through consistent, face to face engagement of the campus and broader Minneapolis community, controlling the external environment of campus through specific policing tactics, and maintaining safety and security records specific to Higher Education and other regulatory compliance.
Key Result Areas and Essential (E) and Secondary (S) Functions:
45% Public Relations, Campus Safety and Emergency Planning and Preparedness:
Interface with public and media sources as spokesperson surrounding emergency events
Interface with internal campus community regularly and develop listening sessions to ensure wholistic and compassionate security of campus and community
Command major campus emergencies and incidents directly
Update Senior Leadership Team and President’s Council with quarterly security reports
Schedule and instruct university community by conducting regular emergency preparedness drills and educational seminars on safety and security in the city
Work in collaboration with the Director of Marketing to maintain emergency response communication and documentation for the university community
Chair the Emergency Planning and Incident Crisis Committee
Conduct proactive training and best practices sessions with students, faculty, and staff
Develop strategies and employ collaborative efforts with local law enforcement agencies, neighborhood groups, and organizations to grow NCU safety visibility in broader community
20% Management of the Campus Safety and Security Day to Day
Set department objectives in collaboration with Executive Director of Operations
Delegate department objectives for implementation and completion
Motivate FTE and Student Worker team and communicate with the team regularly
Establish targets and measurable for success; communicate goals to department
Develop security FTE staff in order to positively affect various aspects of growth in student ranks: duty, honor, and service
Manage the department budget, budgeting process, and expenditures
Conduct full time employee hiring and maintain hiring and review/assessment process
S Require and provide for officer certifications in accordance with today’s higher education best practices including, but not limited to, Verbal Defense and Influence, Taser, Defensive Tactics, Firearms training, First Aid CPR and AED, etc.
Oversee and advise FTE officer development and promotion process
Oversee and advise FTE and Student Worker brass member development, meetings, and training
Conduct FTE disciplinary procedures
Conduct FTE new hire training in conjunction with department
Conduct consistent department meeting and training sessions
Advise Lieutenant Commander on FTE and student officer scheduling
Measure training objectives amongst officers and staff at established intervals
Oversee officer used knowledge-based system and database maintenance
25% Manage Legal and Standards Compliance Requirements:
Daily/Weekly oversight of compliance with and production of annual Clery Act materials
Chair the Clery Compliance Committee
Provide training to all Campus Security Authorities, per Clery Act
Facilitate investigations and reporting on campus crime activities
Manage policies and procedures for emergency notifications and Timely Warnings
Maintain Timely Warning in compliance with Clery Act and NCU policy
Ensure Security Department compliance with Title IX, SaVE Act and VAWA
Active member of Title IX Committee
Direct the campus and fire safety programs
Facilitate regular safety and crime prevention training programs with NCU Community
Keep updated on laws and crime statistics that affect the campus community
Revise and update the Officer manuals and knowledge database
Maintain fire system testing and requirements in conjunction with Facilities Management
Maintain compliance with FCC regulations
Maintain adherence to local and state parking regulations
5% Management of facility security of North Central University
Manage North Central’s access control and video surveillance
Manage policies and procedures related to access control and video surveillance
Assist in facilitating changes and updates to access control and video surveillance
Assist in maintaining access lists
5% Support Security Office Services:
Delegate, instruct, and/or fill down in supporting office and hands-on issues as needed
Qualifications
MINIMUM EDUCATION AND EXPERIENCE
Minimum qualifications include an Associate’s Degree or four (4) years in a related field with demonstrated leadership and supervisory experience
Candidates receive a strong preference with a Bachelor’s degree in criminal justice, public administration and/or business administration
Candidates receive a strong preference with relevant certifications such as: CPP, PCI, PSP, CPO, CPOI, CSSM, Security+, or related
The successful candidate will possess:
A demonstrated commitment to community policing with an understanding of student development
Experience with emergency preparedness and emergency situational management
Knowledge of organizational development and management as well as best practices in higher education law enforcement policies
Experience in technology; skill in planning, staffing, organizing, directing and evaluating a security department
A demonstrated record of leadership, strategic thinking, and collaboration, as well as superior oral and written communication skills
Candidates must communicate effectively in all aspects
Applicant must pass all state and federal background checks
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to communicate and follow-up verbally and in writing to ensure shared understanding of information
Ability to maintain composure, professionalism, and effectiveness in stressful situations and dealing with complaints from faculty, staff, students, and guests
Knowledge and ability use technological resources including a wide variety of computer programs and applications
Knowledge in law enforcement and security issues as well as large scale emergency planning and response
Self Defense and/or applicable law enforcement physical tactics training certification(s)
Knowledge in maintaining a budget, inventory, and procurement
Knowledge in advanced computer concepts
Ability to lift and move at least 55 pounds to manage office supplies and storage material
Ability to delegate and supervise, utilizing human resources
Ability to stay focused on projects amidst frequent interruptions
Ability to keep well organized
Ability to work well without supervision
Maintain and train subordinates to have a positive, solution driven attitude at all times
WORKING CONDITIONS AND FREQUENCY
Equipment and Tools
Position involves the use of multiple technologies including the computer and its software, campus security system, fax machine, and copy machine
Position will involve the use of security tools of the trade upon completion of appropriate certifications including, but not limited to, baton/asp, pepper spray, taser, firearms
Environmental Conditions
Position involves repetitive motions of the fingers, hands, and wrists on a daily basis
May involves physical exertion pertaining to security work
Position is set in an urban, Christian work environment
