SUMMARYThe Capital Projects Senior Manager is responsible for ensuring major projects are safely executed in compliance with applicable regulations and requirements at maximum efficiency. This role oversees the planning, execution, and delivery of projects, ensuring they meet desired outcomes, timelines, and budgets. It provides project execution guidance throughout the Westlake organization and serves as the focal point for various plants to request corporate assistance, including manpower, specifications, procedures, and expertise. The role also recommends and ensures proper staffing of projects and third-party support as needed.DUTIES AND RESPONSIBILITIESMay include, but are not limited to, the following:Defining and developing project management strategies that align with organizational goals.Overseeing a portfolio of projects, ensuring consistency with company strategy, commitments, and goals.Establishing and implementing project management processes and methodologies to ensure best practices.Championing continuous improvement within the project management office by reviewing and optimizing policies and procedures.Supporting senior project management leadership in strategic planning and execution.Driving innovation in project management processes and tools.Leading, coaching, and mentoring project managers and teams to enhance performance and professional growth.Supervising corporate projects staff and managing company major projects.Identifying relevant training needs and personnel development opportunities.Interfacing with senior management and stakeholders to provide project updates and gather executive support.Facilitating communication between project teams and stakeholders.Engaging with executive leadership to influence business planning and decision-making.Managing resource allocation across projects, including budgeting and personnel assignment.Conducting risk management to minimize project risks and developing contingency plans.Overseeing project timelines, budgets, and resource allocation with guidance.Working within the established gating process system.Supporting engineering planning, scheduling, and resourcing activities for major capital projects.Supporting the project funding approval process.Ensuring quality assurance and compliance with all relevant regulatory and quality standards.Facilitating problem-solving and decision-making processes to address project challenges.Tracking project performance to analyze the successful completion of short- and long-term goals.Developing and/or participating in the conceptual and detail engineering phase of major capital projects.Ensuring that major capital projects adhere to applicable CPE engineering functional procedures and comply with various government codes, industry, and ISO requirements.Conducting periodic meetings to review and evaluate project status and performance, identify potential deviations, and provide guidance as required.Assessing the effectiveness of corporate project management functional procedures and conducting periodic reviews to determine necessary enhancements.Performing special projects and other activities as required.Working with procurement as needed in negotiating contracts with vendors and suppliers.Coordinating with plants and participating in project opportunities and/or scoping studies.Providing support to projects including technical and execution concepts, identifying optimal technologies, licensors, vendors, and service providers.Working closely with the Engineering Director and interfacing with engineering groups, construction, and procurement.Staying abreast of process project execution technical developments through meetings, conferences, journals, and industry contacts.Supporting chemical plant facilities in reviewing and implementing area efficiency processes and large-scale performance improvement efforts.Monitoring the advancement of project plans, milestones, deliverables, and dependencies.EDUCATION, EXPERIENCE AND QUALIFICATIONSBachelor’s degree in Engineering.Minimum of 10 years of relevant experience.Project leadership, plant production, and supervisory experience preferred.Chemicals, petrochemicals, oil & gas, or manufacturing experience preferred.Ability to effectively lead large projects and project teams, ensuring projects are completed on time, on budget, and per project scope.Ability to work effectively with other departments.Strong communication skills, both oral and written, with stakeholders at all levels.Strong analytical, organizational, and time management skills, including the ability to manage multiple priorities concurrently.WHY JOIN US?At Westlake, you will be part of a global diversified team working together to provide essential and sustainable products that enhance people’s lives every day. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.WORK ENVIRONMENTThe noise level in the work environment is usually moderate, as the position is primarily based in an office. Some work may occur in operating units, requiring the use of PPE including safety glasses and hearing protection. This may also involve exposure to outside elements and may require the use of stairs and elevators. Travel, including air and auto travel, may occasionally be required.
