Job Summary:

The Executive Communications Lead (ECL) will be responsible for the strategic messaging coming from the City Manager's Office and the Executive Leadership Team including the City Manager's Direct reports. The ECL will anticipate communication needs, design and implement long-term communication plans, and craft and send critical talking points, thought leadership articles, web pages, and more. This role will also partner effectively with internal and external communication systems to drive effective response in a wide range of situations including low-stakes routine communications through to far-reaching, crisis situations.

Experience, Knowledge, Skills:

Minimum Requirements

Bachelor's degree from an accredited college or university in communications or related field.A minimum of ten (10) years related communication design and implementation experience including at least five (5) years of experience working with/for executive leadership in a complex messaging environment.Must possess and maintain a valid Colorado Driver's license and a safe driving record or the ability to obtain a Colorado license.Preferred

Master's degree in public relations or similar fieldExperience working with executive leadership in a municipality or for a state or county government

Knowledge, Skills, and Abilities

Knowledge:

Strategic Communication: An executive leader in this role should have a deep understanding of strategic communication principles. This includes knowing how to align communication efforts with organizational goals, target audiences, and market trends.Organizational Dynamics: Understanding the internal workings of the organization, its culture, and its stakeholders. Ability to quickly learn and estimate the political landscape in a complex municipal environment to include city, county, state politics; management of messaging to City Council and community stakeholders.Media Landscape: Familiarity with various media channels (traditional, digital, social) and their impact on reputation management, brand visibility, and stakeholder engagement.Legal and Ethical Considerations: Awareness of legal and ethical guidelines related to communication, including intellectual property, privacy, and defamation laws.

Skills:

Strategic Thinking: The ability to think long-term, anticipate challenges, and develop communication strategies that align with business objectives.Content Creation: Proficiency in creating compelling content across various formats (press releases, articles, speeches, social media posts, etc.). Strong writing and editing skills are a must.Data Analytics: Understanding how to measure the impact of communication efforts through metrics and analytics. This includes tracking media coverage, sentiment analysis, and audience engagement.Crisis Management: Being adept at handling crises-whether they're related to reputation, politics, or other sensitive issues. Quick decision-making and effective communication during crises are essential.

Abilities:

Strategic Direction: The ability to lead communication programs, set priorities, allocate resources, and drive results.Adaptability: The communications landscape evolves rapidly. An executive communications specialist should be adaptable, open to change, and willing to experiment with new approaches.Relationship Building: Building strong relationships with internal stakeholders (such as C-suite executives, department heads, and employees) and external partners (media, industry associations, community leaders).Influence and Persuasion: Convincing others of the value of communication initiatives, whether it's securing budget approvals or gaining buy-in for a new campaign.Negotiation: Negotiating coverage and messaging, partnerships, and media placements effectively.Conflict Resolution: Handling conflicts within the team or with external parties diplomatically.

ESSENTIAL FUNCTIONS:

This role directly serves the executive leadership team and the City Manager. Collaboration with the City's Communication and Engagement team on all aspects of the essential functions will be an important aspect of this role.

Strategic Communication:

Develop and execute comprehensive communication strategies that align with the agency's mission, goals, and values.Collaborate with senior leadership to ensure consistent messaging across all channels.Cultivate voice and curate communication for City Manager and leadership team.Oversee regular communication from City Manager's Office to include, regular all-City employee meetings, department chats, executive talking points, press releases, City Council updates, and public statements for the executive office and team.

Crisis Management:

Serve as the City Manager's point communication person during crises, emergencies, or sensitive incidents.Coordinate with Office of Emergency Management as the voice of the City Manager's Office during emergencies, ensuring accurate and timely information reaches the public in coordination with internal communications team.Develop crisis communication plans, including protocols for rapid response and stakeholder engagement.Publicity and Reputation Management:Promote the Office's initiatives, events, and campaigns through effective communication channels.Coordinate press conferences, town halls, and community engagement events.Leverage media opportunities to enhance the Office's visibility.Design and implement thought-leadership programs to elevate the City Manager's reputation and increase the profile of the City of Greeley.Anticipate reputation impacts and track and improve future strategic communication initiatives.Stakeholder Engagement:

Engage with diverse stakeholders, including community members, elected officials, and partner organizations.Represent the agency at public meetings, conferences, and intergovernmental forums.Foster collaborative relationships to advance the agency's goals.Collect data, analyze and adapt programs based on present impact.Identify micro and macro influencers in the City of Greeley and across the State and build plans to engage alternative audiences.Understand the landscape and complex stakeholder audiences in Greeley and the greater Northern Colorado area

Policy Advocacy:

Collaborate with legal and policy teams to communicate agency positions on legislation, regulations, and policy matters as is legal and appropriate.Advocate for the agency's interests at the local, state, and federal levels.

WORK ENVIRNOMENT and PHYSICAL REQUIREMENTS:

Work location is a combination of office (70%) and field (30%).Frequent public contact by telephone and in person.Frequent interaction with office and field staff and the general public.Vision enough to interpret written documents, engineering drawings, work orders, spread sheets, and inspect work projects.Manual dexterity to operate computers and vehicles.Frequent participation in meetings, virtual meetings, Board meetings.Ability to attend events and/or meetings at a variety of hours of the day, evening and weekends based on communication needs and critical situation interventions
