The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission.

The Revenue Processing Center is responsible for the timely front-end processing of all tax returns, payments and related documents, including deposit of funds and data capture of tax information. Annually the division will process 13 million pieces, including tax returns for 38 different taxes, associated remittances, supporting documentation and correspondence and internal documents. These items include tax payments of $2 billion general fund dollars. Several methods are utilized to accomplish these goals. The functions are performed using permanent and temporary staff, variable scheduling and shift work, and pay differentials to hire and retain employees. Performance of these functions directly impacts the cash flow for the state and the issuance of taxpayer refunds or collection notices.

ABOUT THIS POSITION:

The incumbent of this position is responsible for auditing the taxpayer's account history and the Revenue Processing Center's data transmission records to identify and resolve discrepancies with the taxpayer's account or departmental accounting records.

Duties include, but are not limited to:

Provides technical assistance to all departmental personnel on matters related to the processing of tax return data and the correct application of the data to the taxpayer's account.

Responds to requests for information from field personnel and other departmental employees to verify or correct the taxpayer account information.

Consults with taxpayers, attorneys, CPAs, bank representatives, and tax practitioners regarding correct procedures for tax return processing or to resolve specific taxpayer account issues.

Determines the source of errors causing deleted items such as system errors, employee errors (batching, scanning, keying errors, etc.), or taxpayer errors (wrong form type, calculation errors, etc.); Provides feedback to the appropriate supervisor and/or employee to be used in identifying training needs.

Audits work performed by the division to monitor the efficiency and accuracy of the work performed. Generate system/technical support requests to correct system problems that are identified. Provides suggestions for corrections/improvements to processing programs.

Monitors workflow through the section to meet division goals.

Participates in the testing of tac documents and new processing systems. Performs other duties as assigned for the efficient operation of the division.

The Revenue Tax Specialist 1 (AS-613) has a Special Entrance Rate of: $17.79/hourly; $1,423.20 biweekly.

The Revenue Tax Specialist 2 (AS-614) has a Special Entrance Rate of: $19.04/hourly; $1,523.20 biweekly.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with six semester hours in any of the following: accounting, business, economics, finance, management, information systems management, or quantitative methods.

SUBSTITUTIONS (FOR THE BACCALAUREATE DEGREE ONLY):

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTES:

There can be no substitution for the required semester hours.

JOB DISTINCTIONS:

Differs from Revenue Tax Officers by the presence of professional level responsibility for the in-house auditing of various tax returns.

Differs from Revenue Tax Specialist 2 by the absence of experienced-level duties.

Examples of Work

Audits filed tax returns and supporting documentation to ensure compliance with applicable State laws, based on the specific tax being audited.

Calculates penalty and interest as necessary, and makes appropriate adjustments to taxpayers' accounts.

Reviews applications for credits, exemptions, lower tax rates, and/or penalty waivers; determines eligibility and issues authorizations for such.

Issues bills, warrants, and/or liens in order to collect taxes owed; releases such measures once taxes are collected.

Confirms refund amounts, processes and issues refunds through computer tax system.

Research and resolves discrepancies regarding such issues as incorrect taxpayer address, bank errors, returned refunds, etc; reissues refund checks as needed.
