Provide leadership in identifying, assessing and managing technology needs for the school system to the Superintendent and other division leaders. Direct, coordinate, supervise, facilitate or perform all tasks and elements needed to effect comprehensive integration of appropriate technology into every facet of operations. Contribute to the infusion of technology into schools and district offices by providing highly motivating, professional leadership in all areas of technology planning and technology resource management. Directs a user-oriented technology department including: technology integration, networking, computer purchase and maintenance, business systems management, and database services. Performs work under broad departmental policies and established objectives and interprets policy on own initiative; decisions/actions impact the entire system; position requires considerable personal responsibility for accuracy and considerable judgment.Essential Job Functions

Manages daily operations, policy and budget development of the department.Collaborate with the Superintendent and Cabinet members to make informed decisions.Lead district initiatives, collaborating across departments and functional aspects of school business, including those that improve teaching and learning, finance and human resource management.Manages human resource tasks of the department including hiring and evaluations.Management functions in the direction of professional and technical personnel.Participates in Division strategic planning and manages the development and implementation of the division-wide technology plan.Develops district business practices in the application of technology and makes policy recommendations.Provides leadership in the integration of technology in schools, including the approval of all technology purchases.Provides leadership for information security for both an on-premise and cloud environments.Manages and directs staff in support of all technology applications to help the division achieve the goals in the strategic plan.Directs planning for use and maintenance of computers and peripherals in schools, departments and central office.Provides leadership in the development of specifications for network systems including internet connectivity, wide area networks, wireless and LAN networks.Oversees the bid or request for proposal procedures for District technology purchases.Administers, coordinates and monitors the Student Information System (SIS), the gradebook program, computer applications and CCPS network.Administers the district’s E-Rate application and submission process.Provides support for legal and safety issues involving technology including FOIAs and student Gaggle alerts.Directs attendance record keeping activities, grade reporting and report card activities, as well as state reporting based on SIS.Provides management oversight for voice services including telephone (VOIP), cellular and intercom systems, printer and copier support and school video security systems.Provides leadership in the technology planning and integration for school construction projects.Keeps abreast of technological changes in hardware and software; reviews and analyzes district-wide system enhancement requests and takes action as appropriate.Performs other duties as assigned.Budgetary Responsibility : Manages an operational budget of over 3.5 million. Additionally, State and federal grants in the amount of over $2 million must be managed as well as the monies in the Capital Improvement Plan for replacement computers ($3.25 million annually).Report Preparation : Prepare clear, concise and accurate reports, and also develop and deliver effective presentations to small and large audiences, including School Board presentations.Contacts : Department of Technology managers, Superintendent and Senior Staff, Chief of Schools, Chief Academic Officer, Principals, Directors, Department of Education.Work Direction : N/ASupervision : Provides direct and/or indirect supervision to the following areas/directors/coordinators:Technology Operations

- Plans and implements data projector implementation. Manages E-Rate.School Technology Services

- directs acquisition and maintenance of hardware, software and peripherals.Network Services

- designs, builds and maintains the local area networks in all CCPS buildings and the wide area networks between buildings and to the world. Designs and delivers centralized applications through cloud technology.Web and Database Services

- manages local databases including the student information system, IDS, gradebook and designs builds and maintains web applications. Completes state reporting requirements.Decision Making : Establishes annual department goals on a yearly basis and the writing and implementation of the Technology Master Plan. Budgeting decisions and use of other resources is a major part of decision making.Formal Policy-Setting Responsibilities : Responsible for the Technology Master Plan that must be submitted and approved by the CCPS School Board and the State every five years.Physical Demands : The physical demands described here represent those that must be met by an employee to successfully perform the essential functions of this job. The employee regularly works in a school or office setting. The noise level is quiet to moderate.Considerable knowledge of technology practices and models of service delivery within a school division environment. Considerable knowledge of networking, computer technology, data management, public procurement and of State and Federal school laws, especially student data privacy. Considerable knowledge of project management techniques, supervisory practices and budget management. Demonstrated ability in long range technology planning and program administration; in technology program design and production. Demonstrated ability to direct professional staff members and manage multiple assignments with critical deadlines. Demonstrated ability to understand and define problems; to prioritize complicated tasks and to apply problem-solving techniques to complex educational issues. Demonstrated ability to present complex technical material to various audiences and to communicate effectively, both orally and in writing.Bachelor's degree in information technology, technology management or related field preferred with advanced degree or relevant certifications preferred. Education, training or experience sufficient to demonstrate the required knowledge, skills and abilities.
