Summary

This position is responsible for establishing, implementing, and maintaining the CRRC Sifang America Quality Management System (QMS) to ensure that customer requirements and expectations are met and product conformity is achieved. Ensure CRRC Sifang America’s QMS is aligned and supports the company’s growth and objectives. An ideal candidate is expected to have a deep understanding of the ISO 9001 standard, excellent leadership and communication skills, and be comfortable working in a manufacturing environment.

Essential Duties and Responsibilities

Establish, implement and maintain CRRC Sifang America Quality Management System (QMS), based on ISO 9001 standard, FTA QMS Guidelines, and standards from the parent company, to ensure that customer requirements and expectations are met and product conformity is achieved.

Lead the quality team, using PDCA principle, on a day-to-day basis to ensure goals and assignments for the quality team are achieved as planned.

Mentor quality team personnel on best practices in quality management as well as their regular tasks and hold regular team meetings to discuss the progress on assigned tasks and outstanding issues.

Manage quality personnel, including participation in recruitment, overseeing training, evaluation, and daily performance of quality staff, conducting annual performance reviews, dismissals, and providing timely improvement suggestions to quality staff.

Manage and control supplier product quality by organizing supplier quality audits, FAI, conducting incoming inspection, controlling nonconforming product, etc.

Conduct in-process quality assurance and control through bogie, car body and whole car inspections, commissioning and functional inspections, and pre-shipment inspections and verifications.

Gather in-service quality data and perform statistical analysis. Organize root cause analysis and provide solutions to complex quality issues reported by the After sales team.

Manage and monitor the completion of quality documents and records including but not limited to: Notice of Non-conforming Product, Repair Rework Notice, Non-compliance reports, exceptional and emergency releases, implementation of change notification, etc.

Enforce internal process compliance by organizing internal quality audits, corrective and preventive actions, etc.

Responsible for external and internal monthly quality reporting focusing on continuous improvement by reviewing statistical data and setting up specific goals for all parties involved.

Manage tools and equipment verification and calibration activities including supplier selection, budget control, creation of monthly calibration plan and supervising the implementation of calibration verification.

Maintain the railcar’s history books, ensuring all required quality documents are included.

Interface and coordinate with customer site representatives and engineers to resolve quality issues in a timely manner.

Lead the company through the ISO-9001 certification processes.

Travel

Travel is primarily local during the business day, although some long distance and overnight travel may be expected.

Education and Experience

Required

Four-year bachelor’s degree in engineering disciplines.

5+ years’ industry experience as a quality engineer.

3+ years’ experience in managing a team of quality personnel.

Experience working in an ISO-certified organization.

Quality assurance experience in a manufacturing company.

Ability to use various testing and measuring instruments accurately, including but not limited to: calipers, height gauges, force gauges, etc.

Excellent written and verbal communication skills.

Proficient in working with Microsoft products --- Word, Excel and PowerPoint.

Statistical data analysis skills.

Self-initiation and effective time management skills.

Preferred

Master’s Degree in engineering disciplines.

6+ years of experience in a quality managerial role.

Work experience in the rolling stock and/or railroad industry.

Proven working experience in product testing, product and process evaluation, and quality audits.

Certified ISO auditor.

Six Sigma Black Belt.

Bilingual in English and Mandarin.
