Highly responsible professional, administrative, and managerial position responsible for overseeing the personnel and activities of the Technical Services Division in the Department of Public Works. The Division provides technical and administrative support to other departmental divisions in infrastructure inventory and condition data management, work management, geographic information system, road pavement management, contract management, work planning, estimating, scheduling, public information and communication.Responsibilities:
Oversees the personnel and activities of the Technical Services Division to provide technical and administrative support to other departmental divisions.Manages the implementation and utilization of the department's work and asset management system, pavement management system, and geographic information system.Manages infrastructure inventory and condition data to plan, prioritize, schedule, and execute long term maintenance programs and projects.Manages the development of contract specifications and documents for maintenance programs and capital projects and the administration of the contract life cycle and renewal from initiation to expiration.Manages departmental grant programs for various maintenance and capital projects.Administers the planning, estimating, and scheduling of long term maintenance programs and projects.Develops, implements, and manages written Standard Operating Procedures and Administrative Policies to support departmental divisions.Manages the initiation, implementation, and update of technical and financial studies, including storm water utility and road pavement assessment methodologies and rates.Performs other management and administrative functions as directed by the Public Works Director.Performs related work as required.Qualifications:
Strong public speaking skills and the ability to establish and maintain effective working relations with employees, consultants, the public, and government officials.Ability to analyze complex and diverse issues and prioritize multiple tasks and competing demands to optimize use of staff and other resources.Skilled in policy implementation, project management and employee relations and the handling of detailed situations.Ability to present clear and concise reports, orally and in writing.Ability to plan and direct the work of technical personnel.Knowledge of contract and project management.Ability to read and interpret complex studies and/or technical reports.PHYSICAL SKILLS:
Ability to communicate effectively using verbal, written and visual communication.EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, Engineering Management, Information Systems Management, or related field and five (5) years of progressively responsible experience in management and leadership.LICENSES, CERTIFICATIONS OR REGISTRATIONS:
