ORGANIZATIONAL SUMMARY:The Department of Internal Medicine is the largest and most complex Department in the Morsani College of Medicine with over 26 Divisions, Programs and Centers/Institutes, total human resources in excess of 1,000, and an annual all-source budget in excess of $143,000,000. The Department's ongoing growth includes the restructure of Cardiovascular Sciences from a separate Department to a Division, support of the microbiome initiative, and the execution of clinical, research and education initiatives focused on COVID-19 and emerging infectious diseases.

The mission of the Department is to rank among the elite in the nation in the areas of education, research and patient care. The Department provides education and training for a diverse group of medical students, residents, fellows and health personnel from USF and throughout the world.

The Department's research activities are numerous and involve both basic and clinical research activities in all subspecialties of Internal Medicine. Our NIH funding is in excess of $120 million over the past 3 years. Patient care occurs in our affiliated hospitals (including Tampa General Hospital, H Lee Moffitt Cancer Center and Research Institute, James A Haley VA Hospital, Florida Hospital) as well as our state-of-the-art ambulatory health care centers. The Department also provides healthcare support and services via contractual arrangements with many diverse organizations. The US News & World Report recent rankings of our subspecialties include Nephrology at 18, and Gastroenterology at 24 and Primary Care at 67.

The Department's faculty represent a group of dedicated physicians that are well-recognized as leaders in all three mission areas.

POSITION SUMMARY:This position reports directly to the Department Administrator and is responsible for the day-to-day management of all fiscal & business operations for the Department of Internal Medicine to include Finance & Accounting, Contracts & Grants, Accounts Payable, and Payroll; including both USFTGP and USF Faculty & Staff. This role will also provide assistance in creating and managing the annual budget by utilizing reports/dashboards/expense expectations; train and assist administration/faculty/staff to complete capital requests, travel requests, and funding plans; create and develop spreadsheets/reports/dashboards to assist administration and faculty to achieve department/division/individual goals and meet targets such as program growth, contribution margins, etc.

RESPONSIBILITIES:

Fiscal Operations:

Partners and collaborate with senior financial leaders of related organizations within the larger University superstructure (e.g. USFTGP, TGH. Moffitt, JAHVA). This will include but not be limited to preparation of financial impact analyses of broader strategic initiatives and long-term programmatic goals. Perform monthly reviews and reconciliation of the revenue and expenses to ensure proper classification and allocation for the department and divisions. Prepare journal entries necessary to accurately allocate cost or payments, including reversing entries at fiscal year end. Reconcile monthly financial activity from all sources: contract revenue, UMSA, GEMS, FAST. Oversee the accounts payable process and deposit reports. Approve all expenditures for office/clinic/lab supplies, equipment purchases, computer equipment and software, etc.

Data Collection & Analysis:

Utilizing multiple data sources and systems, works closely with the Department Administrator to develop and maintain Department & Division reports/dashboards of the fiscal performance including operational experiences, funding sources, charges, revenue, contribution margins for monthly review by the Department Administrator, Department Chair, Faculty, USF Health and Practice Plan administrative offices. Once implemented, regularly maintain and update the report/dashboard. Perform ad hoc financial analysis as necessary.

Budget:

Formulation of regularly scheduled variance monitoring of a master budget for the Department and the individual divisions; including subordinate budgets related to all responsibility centers and their personnel, equipment, and supplies. Assist in the development and preparation of annual budget in conjunction with the Morsani College of Medicine and Practice Plan. Develop and maintain method/report to regularly monitor budgetary compliance. Assist in the development of funding and/or business plans for new faculty, staff, and capital equipment requests which may include cost analysis, implementation plan, and gathering data from other sources such as revenue cycle operations.

Management:

Oversight and management of the fiscal operations team (inclusive of recruitment, making hiring decisions, providing ongoing coaching and mentoring, and performance management).

Performs other duties as assigned.

POSITION QUALIFICATIONS:MINIMUM:

Bachelor's degree and a minimum of six (6) years of related experience.A minimum of two (2) years managerial experience.

PREFERRED:Master's Degree in Finance, Accounting, Business Administration or other directly-related field. CPA strongly preferred. Experience in academic medical group managing financials of a physician practice plan. Prior experience developing and establishing processes to enable proper financial management and compliance. Ability to think strategically, be proactive and anticipate change. Demonstrated ability to create templates, financial reports and dashboards. Demonstrated ability to manage and develop an administrative team. Experience in academic finance preferred, including grants and/or clinical trials fiscal management.

SPECIAL SKILLS/TRAINING:Advanced level experience in Microsoft Excel. Proven experience in accounting and/or finance.
