MRSS is a Mobile Mental Health Evaluation Team that handles psychiatric emergencies for youth and young adults through age 21 who are experiencing dangerous mental health issues. This team can facilitate psychiatric hospitalization and write 72-hour holds.JOB SUMMARYWorks within the vision, mission, and philosophy of the agency. Under general supervision, ensures youth and families are served in line with agency and evidence-based practices. Assists the Director with implementing strategies to accomplish the agency's annual priorities at the program level. Assists with external systems interface, budget processes, and directs and develops managers. Ensures that Clinical Program Managers are competent and have all tools necessary to lead teams. Leads quality improvement efforts program-wide. Coordinates all supervision, training, and coaching of program personnel and volunteers. Provides administrative backup for the Director. Collaborates regarding agency-wide initiatives, annual priorities, and continuous quality improvement (CQI) efforts. Works with corporate departments to ensure collaboration with programs. Ensures that daily operations run smoothly, operating within compliance and safety policies and procedures. This position may require providing backup to the Clinician and CPM positions, which may involve responding with law enforcement officers, participating in crisis assessment and triage, responsible for crisis de-escalation and stabilization, and assisting with transporting/transitioning individuals to the lowest level of care. May require certification in restraint and personal protection protocols. The position is responsible for the oversight of a 24/7 program and requires participation in an after-hours on-call rotation, which may include in-person response.RESPONSIBILITIES AND DUTIESDevelops and implements programs to include evidence-based and continuous quality improvement (CQI) practices.Direct oversight of the execution of the Lanterman Petris Short (LPS) regulations, including consultation, training, and follow-up related to involuntary psychiatric holds in the context of California law.Manages program(s) to meet contractual requirements and be fiscally viable, including regular meetings with County Contract monitor and County MHSA Director.Coordinates crisis clinical program support and the clinical training of Crisis supervisors.May respond to community-based crisis in the capacity of a supervisor to conduct field-based supervision, oversight, and risk management.Collaborates with local law enforcement and emergency medical services both remotely and in person.Functions as a consultant in decision-making related to involuntary psychiatric holds.Supports programmatic training, including linking of training resources and exploring new training options.Facilitates Crisis Response training for new hires and annual recertification.Provides community-based training including crisis de-escalation strategies for law enforcement, school personnel, and other stakeholders.Leads the quality improvement effort program-wide, focusing on streamlining and increasing efficiency.Provides project and change management leadership as needed.Assists the Director with programmatic tasks and projects as required.Provides managerial support and clinical backup for the Director.Participates in county meetings and coordination of service delivery.Participates in afterhours on-call rotation, which may include in-person response.Performs other responsibilities as assigned to support specific department/business needs.Practices self-care and remains aware of others' stress, treating others with grace.Provides coverage for the Crisis Clinical Program manager and the Crisis Program Supervisor when they are out.Implements trainings across the county for all Police officers, County Social workers, and other partners where Mobile Crisis training is needed.Participates in recruitment efforts and hiring events to seek qualified Crisis staff and develop retention strategies.JOB SPECIFIC COMPETENCIESClinical LeadershipCQI/QA ProjectsEncouraging Customer FocusOperational AcumenProject ManagementQUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
