Job Summary:

The Health and Nutrition Director oversees the Health and Nutrition Services (HNS) Department operations and staff of twenty-two. As a member of the agency's Senior Leadership team, contributes to overall agency operations and management. Ensures the alignment of all HNS systems and operations with CPC's agency goals as expressed in the Strategic Initiatives and the agency's values and philosophy. Guides the department team in the development, implementation, and administration of research-based systems, policies, and procedures that support the health and well-being of children and families, based in the belief that a healthy child is a child ready to learn. These policies and procedures support accommodation plans for each child's health and development, protect them from injury and illness, promote life-long healthy habits for families, and ensure the provision of appealing and nutritious meals and snacks during the program day. Ensures that HNS systems comply with all applicable regulations from federal, state, and local entities. The Director invites and supports communication and collaboration with community partners, healthcare providers, and families, as well as cross-departmental integration of CPC services to ensure the best outcomes for families and children. Prioritizes center support and ensures HNS and Food Services staff are present and available to center staff to meet the needs of children and families.

Minimum Qualifications/Requirements:

Possess a bachelor's degree with a health or nutrition-related major such as in Public Health, Nutrition, Health Administration or agreed equivalent that supports high quality implementation of our program as determined by the agency.

Minimum eight to ten (8-10) years experience in a health and/or nutrition management role and working with USDA nutrition guidance, AHCCCS, WIC, SNAP, Food Plus, and state EPSDT protocols for health assessments.

Experience working with CACFP or other USDA Child Nutrition Programs.

Experience with evidence-based research and professional resources for health & nutrition.

Minimum five (5) years of supervisory experience.

Read, write, speak, and understand English.

Demonstrated proficiency using Office 365 (Outlook, Teams, OneDrive, Word, Excel, PowerPoint).

Submit a current AZ Department of Public Safety Level One Fingerprint Clearance Card prior to start date.

Other Requirements (post hire):

Must be able to travel to and from various sites as needed.

Provide proof of immunizations: COVID 19 vaccination, MMR (Measles, Mumps, Rubella), Tdap (adult Tetanus, Diphtheria, Pertussis), and a clear Tuberculosis skin test or chest X-ray.

Able to pass a company paid physical exam prior to starting work.

Able to pass a criminal background check.

Must be able to prove the right to work in the USA by providing appropriate documents to complete the Federal I-9 form.

Desired Qualifications:

Possess a master's degree from a recognized educational institution with a major in Public Health, Nutrition, Health Administration or agreed equivalent that supports high quality implementation of our program as determined by the agency.

Minimum five (5) years experience of management in a mission-driven non-profit organization or working for a Head Start program.

Two years' experience working CACFP and/or other USDA Child Nutrition Programs.

Read, write, speak, and understand Spanish.

Job Specific Duties and Responsibilities:

Health and Nutrition Management:

Oversee assessment, development, implementation, and monitoring of HNS services and systems to ensure efficiency, effectiveness, and accessibility for all users; ensure alignment of HNS policies and procedures with CPC curriculum and philosophy, agency goals, and Head Start Program Performance Standards. Collaborate with the HNS team, other CPC departments, and community partners to secure positive outcomes for all children and families utilizing research-based best practice approaches.

Ensure the appropriate integration of HNS processes and requirements into cross-departmental operations and other Directors.

Manage HNS department budget development, implementation, and adjustment. Collaborate with Chief Program Officer and the Fiscal Department to monitor income and expenditures, develop and complete contractual agreements with vendors and community partners, and ensure the financial stability of the department.

Oversee the CACFP program, including the successful preparation and submission of the Annual Renewal Application, compliance with all regulations, and preparation for reviews, inspections, and audits. Monitor fiscal operations of the program and submission of claims for reimbursement. In collaboration with Organization and Employee Development Department, ensure that all food program staff maintain required State/County certifications.

Participate as an active, contributing member of the Senior Leadership team to the leadership and development of the agency. Implement Strategic Initiatives and contribute to Agency Self-Assessment, community assessment, and other agency activities. Serve as a member of the agency Health and Safety Committee and other committee or work groups as assigned.

Lead Health Services Advisory Committee and participate in other governance bodies including the Board of Directors, Continuance Planning and Improvement Committee, and Policy Council.

Cultivate and maintain positive working relationships with vendors, community partners, and other entities in support of agency and departmental functions and goals.

Supervision:

Supervise assigned staff by providing direction, input, and feedback using tools and resources provided in the agency's performance planning, supervision, and evaluation system.

Provide a minimum of one supported supervision meeting per month to assigned staff. Use reflective practice supervision and coaching strategies with consistency and equity to create a learning environment that supports development while maintaining accountability for performance.

Support and monitor assigned staff in professional achievement or personal growth through the professional development system including attainment of required certifications.

Identify self-growth, development goals, and strategies for achievement with support and input from supervisor.

Commit and participate in consistent and planned meetings with supervisor to further professional growth by seeking feedback, reflecting on and assessing own practice, and taking advantage of opportunities to improve skills and knowledge.

Recordkeeping, Monitoring, and Reporting:

Oversee the management of HNS information systems for child health, nutrition, and safety, and for process and outcome analysis. Ensure systems support effective, accurate, and timely entry of data and reporting of information.

Monitor process and outcome data [e.g., Child Plus, PIR outcomes, CI Database, fiscal reports] to ensure compliance with all regulations including the Office of Head Start [OHS], the Child and Adult Care Food Program [CACFP], Arizona Bureau of Child Care Licensing [BCCL] and local/county Health Departments. Develop appropriate responses to any regulatory inspections or review/audit findings.

Identify and evaluate areas for improvement and take appropriate actions leading to safety and high-quality services. Report evaluation findings to supervisor, senior leadership, and governance committees as appropriate, with recommendations for modifications to enhance health and nutrition related services as appropriate.

Oversee the completion and follow through of the agency's self-assessment system for HNS department components. Identify areas of concern and lead department in implementing goals and strategies for program improvement.

Leadership, Management, and Teamwork:

Participate in the agency's leadership team and contribute to the decision-making process for strategic plans, budgets, governance, and agency self-assessment. Implement and monitor key management decisions which involve areas of HNS responsibility.

Participate on the Comprehensive Services Unit Leadership team and contribute to the CS Unit Cross-Department Collaboration team in support of integrated policies, procedures, and services.

Identify emerging trends or issues that influence agency goals and objectives and communicate to supervisor and key management team in a timely and effective manner. Collaborate with Organization and Employee Development Department to design, implement, and evaluate agency training and professional development opportunities, including the areas of health, nutrition, and food services.

Promote a culture of inquiry by exhibiting commitment to lifelong learning, keeping informed on new information and research, and reflecting on their potential incorporation in program operations. Further professional growth by seeking feedback, reflecting on and assessing own practice, and taking advantage of opportunities to improve skills and knowledge.

Promote the department's capacity to advance program quality by supporting team members in ongoing learning and professional development; provides opportunities to access current research, best practices, resources, and program data and to apply this knowledge to department practices and systems.

In collaboration with supervisor and Organization & Employee Development, develop, submit, and monitor a training matrix for all HNS employees to ensure timely completion of all training requirements.

Create a collaborative working environment within and across departments using agency values, principles, and communication approaches, to achieve and sustain a positive work environment and high level of job satisfaction.

Lead the activities of the Health Advisory Committee and, as identified by supervisor, attend and provide support to governance committees including Policy Council and Board of Directors.

Represent the organization at community activities to enhance the organization's community profile. Support and participate in the Arizona Head Start Association and other groups with goals and objectives that align with the vision and mission of the agency.
