The main purpose of the Agency Budget Specialist I position is the preparing, presenting, and executing agency budgets, grant budgets, budget modifications, budget supplements, and year-end reconciliations for assigned categorical grants, in accordance with MDH guidelines, as directed by the Administrator. This position prepares and monitors budgets by compiling data and estimating costs and revenue based on evaluations of current and prior fiscal year expenses and revenue. This position prepares expenditure and revenue projections for senior management to be used for department and agency planning. This position is designated emergency essential. This position supports the mission of Talbot County Health Department, which is to promote and improve the health and safety of Talbot County residents, through support of programs that provide assessment, educational activities, and care coordination.MINIMUM QUALIFICATIONS:Experience: Five years of experience in budget preparation, presentation, and execution.Notes:1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in budget preparation, presentation, and execution for the required experience.2. Candidates may substitute 30 credit hours of graduate education from an accredited college or university in accounting, business administration, economics, finance, political science, or public administration for the required experience.3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.DESIRED OR PREFERRED QUALIFICATIONS:The desired candidate should possess the following:- Experience with State of Maryland Financial Management Information System (FMIS)- Experience with preparing journal entries- Experience with budget preparation and monitoring- Experience working with state and federal grants- Experience working independently or in teams- Experience with Microsoft Office Suite, Google Docs, QuickBooks- Ability to work with tight deadlines and be detail-oriented- Governmental accounting experience (State, Federal, County)SELECTION PROCESS:Applicants who meet the minimum (and selective) qualifications will be included in further evaluation.
