Scope of PositionAs part of the University of Connecticut's decentralized compliance program, this position is responsible for the development, implementation and monitoring of the healthcare compliance and privacy program at UConn Health. This individual also serves as the UConn Health Privacy Officer, applying effective practices to prevent, detect and respond appropriately to privacy risks and assist the institution to protect confidential information.

Reporting RelationshipThis position reports directly to the Executive Vice President for Health Affairs and Chief Executive Officer of UConn Health.

Principal Duties and Accountabilities

Accountable for the development and management of a robust and effective healthcare compliance and privacy program. Provides and coordinates appropriate guidance, education, training, and regular communications on healthcare and privacy compliance to various constituents, including employees and contractors.

Serves as UConn Health's designated HIPAA Privacy Officer.

Provides oversight and development guidance in the identification, implementation and maintenance of healthcare compliance and privacy policies and procedures. Examines the effectiveness of established policies, standards and procedures to comply with applicable laws and industry standards.

Performs initial and periodic healthcare compliance and information privacy risk assessments. Maintains a risk matrix, develops ongoing monitoring systems and provides channels of communication to receive and direct concerns to appropriate personnel for investigation and resolution.

Interacts with various levels of management throughout the University. Develops a network of healthcare compliance and privacy liaisons throughout UConn Health and Storrs-based healthcare units. Networks with other compliance, data management and legal staff to keep apprised of emerging healthcare, privacy and information management issues and best practices.

Ensures that research activities related to the privacy of protected health information for research conducted by UConn Health and other HIPAA Covered Components of University of Connecticut are in compliance with the HIPAA Privacy Rule and related state and federal laws and with the University's HIPAA Privacy policies. Develops and conducts a comprehensive ongoing compliance education and awareness program to ensure that all research support staff, principal investigators, programs, and UConn IRB staff are aware of their HIPAA Privacy obligations. Implements a routine monitoring program to ensure that research related HIPAA policies and procedures are being followed. Responds to and investigates potential HIPAA violations and breaches identified during the course of research. Notifies and works with the IRB as needed when incidents involve research noncompliance or deviations.

In consultation with appropriate officials, and as part of an interdisciplinary team, manages required breach determinations and coordinates response, notification and management in the event of a data breach on behalf of UConn Health.

Maintains and administers a process for receiving, documenting, tracking, investigating, and taking action on complaints concerning applicable healthcare compliance and privacy laws, regulations, policies and procedures.

When necessary, cooperates with outside investigative units, including follow-up investigations and resolutions.

Administers personnel actions - recruits skilled staff; ensures adequate levels of resources are available to meet business needs and financial parameters; coaches, counsels and disciplines employees; plans, monitors and appraises job results; develops staff by providing information, educational opportunities and experiential growth opportunities.

Determines office fiscal requirements and prepares budgets, monitors costs and expenditures and authorizes expenditures as appropriate. Manages the department in a fiscally responsible manner and adheres to UConn Health's financial guidelines.

In consultation with the EVP for Health Affairs and Chief Compliance Officer, develops periodic reports on activities of the healthcare compliance and privacy program for presentation to the Board of Directors and Joint Audit and Compliance Committee (JACC) of the Board of Trustees.

Maintains a current understanding of regulatory trends and changes in law and advises appropriate management staff of trends affecting their activities.

Represents UConn Health before external parties as necessary. Cooperates with the U.S. Department of Health and Human Service's Office for Civil Rights, State regulators and/or other legal entities in any compliance reviews or investigations related to healthcare compliance or privacy.

Chairs and/or serves as a member of appropriate compliance and privacy committees and provides full program reports on activities and trends.

Performs other related duties as assigned.

KNOWLEDGE & SKILLSDemonstrated knowledge of compliance program elements, state and federal laws, regulations and best practices regarding healthcare compliance and privacy. Demonstrated knowledge of monitoring processes and protocols; understanding of healthcare coding and reimbursement systems, risk management and performance improvement; demonstrated leadership ability; excellent analytical and organization skills; excellent oral and written communication skills; excellent interpersonal skills; demonstrated initiative and knowledge of problem solving processes; ability to effectively present ideas and concepts and represent the institutions interest externally with regulators, agencies and others; ability to work in a matrix environment; ability to meet deadlines and adjust to changes in workload, policies, procedures and priorities; excellent computer skills.

GENERAL EXPERIENCEBachelor's degree and ten (10) years' experience in healthcare administration, privacy or closely related field with a minimum of six years progressive state or federal regulatory or managed care compliance experience.

Certification in healthcare compliance or privacy (e.g., CHC, CIPP, CHPC, CHPS, RHIA). If not certified at time of hire, must obtain within one (1) year.
