This position is responsible for real estate and asset management strategy, the development of new housing, and for sustainable and resilient enhancements to the existing portfolio. The employee must work with considerable independence, have a thorough knowledge of real estate finance, development processes, construction, financing, housing policy, and land use planning. ESSENTIAL FUNCTIONSReal Estate Strategy
Assist in developing short- and long-term goals for real estate development.
Creation of New Housing
Identify and pursue development opportunities to expand the housing inventory.
Conduct feasibility analysis for potential development projects.
Implement site control and land acquisition for projects.
Assemble project development teams including design professionals, engineers, contractors, lenders, and other consultants as needed.
Prepare project designs with selected design professionals.
Obtain local, state, and federal approvals for development projects.
Arrange for project financing, complete applications to government agencies, and private lending institutions.
Serve as owner’s representative during project implementation.
Develop real estate pro formas.
Asset Management/Sustainability
Conduct financial assessments on existing portfolio to determine financial health.
Oversee comprehensive recapitalization of existing portfolio projects to maximize financial performance, tenant affordability, and environmental sustainability.
Monitor and pursue funding for efficiency and resiliency investments in portfolio properties.
Other
Attend professional meetings, seminars, and conferences to keep abreast of new trends, activities, and concepts in affordable housing and finance.
Serve as a member of Senior Management Team.
Other duties as assigned.
DESIRABLE EXPERIENCE AND TRAINING
Minimum eight years of experience in real estate development with a primary focus on affordable housing.
Minimum Bachelor’s Degree (Master’s Degree preferred) in finance, economics, business management or related field; a combination of related education and experience.
Success applying for and obtaining financing for affordable housing projects from government sources and private lending institutions.
Knowledge of and experience with affordable housing policy, finance, and development.
Experience with HUD, MaineHousing, and other state and federal housing programs.
Ability to work in public with community members, media, and policy makers.
Possess a valid ME driver’s license.
REQUIREMENTS OF WORK
Success applying for and obtaining financing for affordable housing projects from government sources and private lending institutions.
Working knowledge and experience in all phases of affordable housing development, including planning, feasibility, design, finance, operating budgets, construction oversight, management, and project closeout.
Working knowledge of policies and resources from HUD and other federal agencies, state housing finance agencies, municipalities, and foundations.
Must have excellent organizational skills.
Must have excellent communication skills both written and oral with experience making presentations to boards, neighborhood organizations and the public.
Computer proficiency including Microsoft Office tools.
