Under the direction of the Clinical Program Director of the Heart and Vascular Center (HVC) procedure labs, serves as the Administrative Technical Manager, having responsibility and accountability for all administrative and technical matters required for efficient operation and management of the HVC Interventional Radiology labs. Is administratively accountable for both capital and operating budget development and control systems design and implementation and variety of special projects. The Manager, HVC Interventional Radiology Labs must utilize managerial and clinical skills to model, motivate and monitor team performance from hospital employees resulting in superior outcomes and the achievement of Yale New Haven Hospital and the Yale New Haven Heart Center's objectives and mission. The Manager, HVC Interventional Radiology Labs provides support to staff to ensure efficient lab operations while maintaining managerial continuity. The Manager, HVC Interventional Radiology Labs manages patient flow and the efficient use of human fiscal and environmental resources. The Manager, HVC Interventional Radiology Labs serves as a resource and role model to nursing and technical staff. She/he establishes effective collaborative relations with other members of the HVC Interventional Radiology team and support services staff. She/he collaborates with all support services to ensure that the Interventional Radiology are equipped, supplied, prepared and properly functioning for patients and physicians. The Manager HVC Interventional Radiology Labs participates in Heart & Vascular Center Performance Improvement activities and has responsibility for development, interpretation and application of section policies and procedures, budgets, and long-range plans.

Responsibilities

1. Plans, directs and supervises all non-physician aspects of the section(s) with regard to services, programs, and evaluations of such programs. Recommends and takes action with the HVC Procedural Clinical Program Director regarding equipment modification, new equipment, and essential construction within the Department. Develops long-range and project planning and recommends facilities, equipment and personnel needs. Responsible for the maintenance of existing equipment and such contractual services as may be required. Coordinates departmental purchasing and is responsible for stock level, storage, and utilization. Works with the planning office to formulate CON's.2. Collaborates with staff, physicians and others to develop and maintain standards of care.3. Achieves seamless delivery of services by appropriately and effectively communicating with staff, Patient Services Manager, the Heart Center's Procedural Clinical Program Director and other hospital leaders, colleagues and physicians.4. Collaborates with Patient Service Manager to promote consistency within the HVC Interventional Radiology Labs, including organization of supplies and equipment within the rooms, the application of policies and procedures, and staff development opportunities.5. Investigates incidents and/or complaints and initiates action, working with the Patient Service Manager and Heart & Vascular Center Procedural Clinical Program Director as appropriate for problem solving.6. Promotes interdisciplinary collaboration through effective communications and negotiations.7. Responsible for enhancing the patient experience in the Heart & Vascular Interventional Radiology labs partnering with the Patient Services Manager, HVC leaders, Physicians and staff to achieve Patient Satisfaction Goals set by the department and organization meeting our customer needs.8. Maintains Radiologic Imaging Services in accordance with standards established by the Chief of the Section and such state, local and federal standards which may apply (i.e., JCAHO, OSHA, and NRC). Is responsible for technical aspects of radiologic safety in the Department, recommending programming, monitoring, and location of warning or identifying devices, and carrying out recommendations of the Radiation Safety Officer.9. Adheres to all Hazcom and Universal Precautions policies and procedures as promulgated by Hospital and state/federal agencies (i.e., OSHA and NRC).10. Ensures operational areas maintain regulatory compliance and accreditation.11. In collaboration with the Clinical Program Director of HVC Procedural areas, facilitates the resolution of staff, patient, and physician issues within agreed upon financial and regulatory limits. This individual also monitors and enforces policy as well as recommended changes to senior leadership.12. Is administratively responsible for the Section(s) and for the preparation of reports, documents, payroll records, statistical surveys, and other data required. Participates in the recruitment of necessary personnel, their selection and appointment, supervision, promotion and demotion of technical, and auxiliary personnel. Is responsible for work assignments, call arrangements, and such changes as may be required.13. Represents the Section to the Department Administration for operational needs and at conferences. May represent the HVC Procedural Clinical Program Director, and, upon delegation, may be instructed to act on his/her behalf. Recommends, after analysis, solutions of inter-intra-departmental coordination problems. Observes and forecasts trends and directions of technological and administrative functions for the section.14. Participates in the intern and residency programs and partners with the School of Radiologic Technology as well as develop and coordinate in-service training programs to ensure staff's continuing medical education as required by certification. Participates in community health education and career information groups. Delegates appropriate responsibilities to designated staff.15. Assists in the preparation of developing QA standards and indicators required by JCAHO and the QA committee. Has responsibility in directing all technical related QA and SQI activities (i.e., data collection and coordination).16. Is administratively responsible for the development of capital and operation budget plans and their implementation, the preparation of reports, documents, statistical surveys, and other data required.17. Recommends, establishes and maintains standards of organizational structure which ensures departmental accountability and the accomplishment of objectives.18. Responsible for: 1. Marketing activities to promote volume growth. 2. Maximizing employee satisfaction through counseling, facilitating, holding monthly staff meetings, and resolving opinion survey issues. 3. Ensuring customer satisfaction using Service Quality Improvement (SQI) techniques.19. Performs other administrative duties within the Department as required.

Qualifications

EDUCATIONBachelor's Degree in Business, Public or Health Services Administration. Master Degree in related field preferred. Certification in one or more health disciplines in Diagnostic Imaging.EXPERIENCEFive (5) to ten (10) years in the technological aspects of Diagnostic Imaging, with a minimum of two years prior management or supervisory experience required. Academic medical center and Interventional Radiology or Cardiovascular clinical service experience preferred.LICENSURECertification in Specialty must be maintained including State Licensure if Applicable Certification in one or more health disciplines in Diagnostic Imaging.SPECIAL SKILLSExcellent administrative, managerial, technical, fiscal, and negotiating management skills. Must have excellent communication and organizational skills. Must be flexible and able to manage stressful situations; ability to encourage and foster team work. Ability to direct a diverse work force in an operational environment. Ability to manage and remain effective with multiple priorities. Ability to implement and support change as required.

Additional Information

Bachelor's Degree in Business, Public or Health Services Administration. Master Degree in related field preferred. Certification in one or more health disciplines in Diagnostic Imaging. Five (5) to ten (10) years in the technological aspects of Diagnostic Imaging, with a minimum of two years prior management or supervisory experience required. Academic medical center and Interventional Radiology clinical service experience preferred. 24/7 accountability of department operations and personnel.
