Risk

Analysts are responsible for performing advanced professional level activities of risk management including risk identification and evaluation, insurance or self-insurance selection, claims analysis and administration, public liability, and occupational/industrial safety. Incumbents also undertake financial, budgetary, administrative, and office operations activities for the staff support of the risk management function and contract City Attorney.Essential Duties:

(These duties are a representative sample; position assignments may vary.)Collects, analyzes and prepares safety, health, liability, insurance, and disability management information and statistical data necessary for planning and decision making purposes: to include collection and analysis of citywide data for excess insurance applications and renewals.Coordinates safety training programs and Occupational Safety and Health Administration (OSHA) requirements city wide.Collects, compiles, analyzes, and presents data and/or findings of accident, near miss and incident reports; makes recommendations based on investigation findings; makes recommendations on loss control; prepares a variety of reports and/or correspondence related to investigations, corrective actions, projects, studies, and programs.Assists all employees and citizens with injury or accident reports, including field inspections.Performs project and policy analysis, which includes: conducting research; identifying and raising pertinent issues; summarizing findings; presenting results; reviewing, writing, and analyzing policies and procedures; administering assigned risk management programs, agreements, and/or projects; and, performing other related duties.Assists in administering the self-insured liability and workers’ compensation programs; to include conducting liability and workers’ compensation investigations and preparing settlement recommendations.Assists in planning, developing, implementing, managing, and administering risk management program(s) in assigned area of responsibility.Coordinates and administers special, self insured, safety programs and/or events, which includes: publicizing programs; processing invoices; developing and monitoring budget; and, performing other related activities.Assists in developing and monitoring budgets; estimates funding requirements and future expenditures; analyzes funding sources.Participates in the development, coordination and implementation of various risk management activities and programs to include disability management and coordination of disability, firefighter leave of absence with pay in lieu of disability payments (California labor code section 4850 safety disability), and return to work program.Conducts research to identify causation and recommend corrective action where required.Prepares subrogation recoveries from liable third parties after investigations.Works with third party administrators for workers’ compensation to include quarterly reviews with third party administrator representatives on all open claims and cost saving measures.Serves as liaison between administrators, attorneys, employees, management staff, service providers, and members of the public.Performs confidential labor relations assignments as staff support and assistant to City Attorney and legal representatives, departmental directors/supervisors, and human resources officials in matters of employment law, employee discipline and grievances, public employee administrative due process, and bargaining unit representation.Performs other duties of a similar nature or level.POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:Positions assigned to level I may be responsible for:Assisting in preparing and administering operating and/or capital budgets for Risk Management and the City Attorney.Assisting in preparing presentations for the City Council closed sessions and/or other Risk Management and City Attorney meetings.Writing and/or editing press releases, requests for proposals, and articles for City publications.Creating forms, sample documents, handouts, and/or other related documents.Coordinating citywide Occupational Safety and Health Administration (OSHA) safety training.Monitoring Occupational Safety and Health Administration (OSHA) requirements and log and designing city compliance measures.Providing advanced administrative support functions for assigned risk management programs, which may include budgeting, purchasing, claims administration, or other related activities.Collecting, compiling, and analyzing information and records from all departments for litigation discovery.Assisting with investigations of liability and worker’s compensation claims.Designing and implementing remedial measures based on finding from risk and safety assessment.Competing excess insurance renewals.Coordinating the City’s workplace safety training.Functioning as the City Attorney’s Executive Secretary, maintaining the contract City Attorney’s Encinitas calendar, coordinating meetings with Encinitas officials and outside representatives/attorneys.Tracking and processing City Attorney requests from Encinitas staff.In addition to the responsibilities for a level I position, positions assigned to level II may be responsible for:Updating and maintaining City safety policies, Occupational Safety and Health Administration (OSHA) logs, insurance applications, and renewals.Organizing work projects and work units to include: prioritizing and assigning work; conducting training sessions for employees.Preparing and administering Risk Management and City Attorney operating budgets, including allocation plans for revenues and funding of self insurance workers’ compensation and unemployment to citywide department budgets.Performing research and analysis for participation in collective bargaining sessions.Serving as a liaison/representative for risk management or the City at a variety of meetings, on committees, with other internal departments, and/or with external agencies and businesses.Coordinating mid-year budget reviews in behalf of the risk management and City Attorney functions.Researching, writing, monitoring, and administering grants.Serving as a lead to lower level staff.Training and Experience (position requirements at entry):Bachelor’s Degree in a related field and one year of related risk management, human resources, occupational safety, claims adjustment, or paralegal work experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.A completed
