The Executive Director’s Office combines the administrative, operational and performance functions of DORA divisions. It manages special projects and initiatives that work to preserve the integrity of the marketplace and promote a fair and competitive business environment in Colorado.The Office of Accounting and Purchasing (OAP) provides accounting, procurement and contracting, and financial reporting services for the Department of Regulatory Agencies (DORA), which consists of 11 divisional operating entities, comprised of approximately 174 cost centers.This position exists to (1) execute the cash management operations for the Department, (2) implement procedures and rules that are consistent with sound cash security and control, (3) meet financial reporting requirements, and (4) guide Department-wide cash receipting functions toward the main State operating cash account and reporting system.Duties include but are not limited to:Reviewing and reconciling daily cash receipt interface and receivable interface documents for correct fee amounts, account coding, and completeness prior to applying for level-1 Department approval;Leading and coordinating all walk-in cash receipts for the Department and verifying, logging, and posting each;Reviewing cash receipt documents for correct fee amounts, account coding, and completeness;Regulating and auditing any additional petty cash fund, change funds, and/or gift card funds that are delegated to Divisions throughout the Department;Monitoring and verifying bank accounts and revenue deposits, verifying funds availability, and initiating ACH transfers from Department bank accounts to the State's operating account;Acting as the central point for submission of unrecoverable returned checks and past due accounts receivable to the Department’s contracted collection agency;Reviewing and approving cash receipt modifications for NSF checks and payment vouchers for revenue refunds;Performing periodic reconciliations and/or error corrections for relevant balance sheet accounts;Working in tandem with other accountants to ensure amounts posted and reflected on the books are complete and accurate each quarter and at fiscal year-end;Assisting with the year-end close process by identifying receivables due from other State agencies;Ensuring that proper cash cutoff is applied to transactions at year-end and that the Treasury unclaimed credits list is reviewed, and appropriate amounts are claimed and posted to the correct accounting period;Identifying training needs for both accounting and Division staff; reviewing related policies and procedures and discussing the need for re-writing and related training with supervisor(s).

MINIMUM QUALIFICATIONS (MQs):

There are two ways to qualify for this position: 1) Experience OR 2) Education

Option 1: ExperienceFour (4) years of work experience which includes at least three of the following:Providing customer service to internal and/or external customers;Processing, verifying and accurately entering information into a database;Reviewing and reconciling documents and forms;Reviewing documents for accuracy, completeness, and compliance;Calculating data for verification purposes.Option 2: Education

Associate’s Degree and Experience:

Graduation from an accredited college or university with an associate’s degree in Accounting; ANDTwo (2) years of work experience which includes at least three of the following:Providing customer service to internal and/or external customers;Processing, verifying and accurately entering information into a database;Reviewing and reconciling documents and forms;Reviewing documents for accuracy, completeness, and compliance;Calculating data for verification purposes.ORBachelor’s degree
