Non-RepresentedCandidate Submission Timelines:External or Non-Transfer Internal Candidates Closure Date: Monday, September 16th, 2024 at 5:00pmPosition SummaryManages and directs the operations, activities, and projects of the Pierce County Library System’s IT Security including technology infrastructure, equipment, and services. Responsible for complex IT security improvement projects, including the planning, organization, and coordination of security of technology and information systems, such as internal IT systems, ecommerce, and web or cloud-based systems. Safeguards systems from attacks by unauthorized users and designs countermeasures against security breaches. Researches and evaluates new and emerging security trends and technologies, and makes recommendations on best practices for the protection of information. Researches and evaluates security threats, assesses potential impact to the organization, and implements strategies to detect and generate alerts on security incidents. Ensures compliance with security regulations and privacy laws. In collaboration with the Director of Technology (CISO) and other department stakeholders, this manager develops the IT Security Plan, Incident Response Plan, and Business Continuity Plans for the Library System and tests, executes, and updates these plans. Works under minimal supervision. Using advanced knowledge and skills. May act as lead or mentor with other team members as a senior level role on operations and activities related to IT security. Works in conjunction with and under the direction of the Director of IT.Essential FunctionsManages and oversees enterprise-wide IT Security operations and ensures the proper functions, reliability and security of the Library’s technology systems.Develops key metrics and implements telemetry for ongoing IT security surveillance and configures automated alerts for incident handling and response.Coordinates with other Directors, departments, and libraries in planning, developing, and maintaining interdepartmental efforts including policies, procedures, and operational activities, related to ongoing IT security improvements.Serves as Project Manager and subject matter expert to support the planning, design, development, and implementation for security related IT projects as well as supporting IT improvements, maintenance and repair activities and special projects throughout the library system.Plans, develops and recommends current and emerging service, technology solutions and responses. Oversees the implementation of security related projects on both existing technologies and by deploying new technologies.Participates in the development and implementation of a System-wide IT Security Plan, Incident Response Plan and Business Continuity Plan and creates a roadmap for change and project implementation necessary to execute and update these plans.Prepares, analyzes and develops reports for the ongoing maintenance of IT security and takes actions based on reporting.May develop, recommend, implement and evaluate technical support relating to public and staff information technology and security programs, services and trainings.Develops, prepares and responds to reports for the purpose of ongoing maintenance of IT security.Coordinates all timely and effective communications and actions of assigned Information Technology projects between consultants, contractors, intra-Library departments, and stakeholders, from initial concept design to completion and assessment.Stays appraised of contemporary issues, trends, and developments in the fields of public library services, assigned functional responsibility and other specific services as assigned.Demonstrates punctuality and regular and consistent attendance.Performs other related duties as assigned.Analyzes system service requirements and priorities using performance metrics, feedback and utilization; recommends changes to improve operational efficiency.Brings matters of public concern regarding waste, inefficiency, corruption, discrimination, and safety to the attention of Library Management.Positively reflects Pierce County Library’s mission, vision, and values to members of the public and to staff.Oversees and manages vendor relationships and contractual agreements, including preparing solicitations and hiring of vendors, contractors, and professional services related to the security of the Library’s internal IT systems, ecommerce and web or cloud-based systems.Required Knowledge, Skills, and AbilitiesMinimum Requirements including Education, License or Certifications:Bachelor’s Degree in related field and five to eight years project management experience; ORAny combination of education and experience which would provide the required knowledge and skills and allows successful performance of the job.A valid Washington State Driver’s License is required.Knowledge of information technology and security practices, processes and procedures.Knowledge of security regulations and privacy laws.Principles and practices of project management and contract administration.Knowledge of supervisory principles, practices, and methods and experience in successful application.Must successfully pass pre-employment and criminal background screening.Technology Requirements:Required:Ability to effectively navigate basic electronic record creation and storage (e.g. timecard/HRIS, performance review, ecommerce, and cloud-based network drive storage).Use of basic office equipment (e.g. PC, printer, phone, fax, mouse, security alarm).Basic keyboard and alpha/numeric data entry skills.Intermediate PC navigation skills in a Windows based environment; ability to connect to a device and print.Ability to navigate, search and use basic web functions and applications.Intermediate MS Office Suite skills (e.g. Outlook, Word, Excel) to satisfactorily complete job responsibilities.Proficient researching, evaluation and recommendation skills regarding security trends and best practices.Advanced knowledge of security principles, practices, and regulations related to information technologies.Experience with online website content management.Experience with time and attendance systems or processes.Ability to collect, audit, analyze data sufficient to formulate recommendations and make decisions as required by position.Experience with Integrated Library System, Inventory or Data Management system.Desired:Troubleshoot and teach advanced level questions regarding the above.Ability to work independently or within a team.Training curriculum development.Experience with Library ILS systems and related technologies.Experience in government, public sector, and cloud-based system security.Experience developing plans using NIST or another industry recognized security framework.Experience securing a multi-site Wide Area Network that provides services directly to customers through a combination of cloud-based and on-premise services.Industry certification in IT Security such as Security+ or CISSP.Demonstrated experience implementing IT Security Hardware, Software and Services.Physical and Environmental Conditions:Work is conducted in a normal office setting that provides comfortable lighting, temperature and air conditions. Occasional light lifting may be required. Work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices or meeting rooms.
