These agencies affect every household in the country; our job is to make them more effective. The Tax and Data Analytics department (P823) is seeking a Lead Data Management and Strategy expert to join our team, located in McLean, VA. As a key member of our data management and strategy team, the Data Management and Strategy expert will help the IRS and Tax Administration Division (ITA) by providing technical expertise and task/project leadership on projects using data strategy, management, and governance to achieve sponsor mission goals. Our data-intensive work includes:Improving the customer experience for people interacting with the agencyDetecting tax non-compliance (identity theft, fraud, filing error, missing filings …)Anticipating non-compliance (developing schemes before observation is feasible)Sampling and design of experimentsAssessing tools and technology for government data science useDeveloping data and analytics strategyRoles & Responsibilities:Develop, implement, and advise the organization's data management and data governance strategies, policies, and procedures.Lead the establishment of data governance frameworks, including data stewardship, data ownership, and data quality management.Collaborate with IT, business units, and data stewards to define and enforce data standards, including data classification, data lineage, and metadata management.Manage and maintain data governance tools and technologies, ensuring they are effectively integrated into the organization’s data ecosystem.Define and advise data platform modernization strategies, plans, and requirements.Ensure compliance with sponsor’s data privacy regulations.Lead/assist regular data governance audits and assessments, reporting on data governance maturity and areas for improvement.Be the subject matter expert who trains and provides support to sponsor on data management and governance best practices and tools.Be knowledgeable of industry trends, emerging technologies, and regulatory changes related to data management and governance.Provide task leadership or project leadership to small functional teams to drive outcomes and oversee tasking.Perform across a broad range of assignments.Work independently with guidance in only the most complex situations.Basic Qualifications:Requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.Academic background in Information Management, Computer Science, Data Science, or a related field.Proficiency of data governance frameworks, data management methodologies, and best practices.Experience with data architecture and data management concepts and strategies, such as the data lifecycle, data stewardship and governance.Strong understanding of data privacy regulations and experience implementing compliance measures.Possess or demonstrate the ability to gain a thorough understanding of the IRS sponsor’s mission, organization, and environment.Excellent communication skills, with the ability to articulate data management concerns to executive stakeholders.Must be able to obtain & maintain a US government security clearance (IRS – Suitability).This position requires a minimum of 50% hybrid on-site.Preferred Qualifications:Demonstrated knowledge of the tax administration ecosystem, e.g., compliance processes, taxpayer service, IRS technology and infrastructure.Familiarity with data availability, access, and quality requirements for data science and artificial intelligence applications.Experience with modernizing existing or implementing new data platforms, including ingest, storage, metadata, analytics, and/or governance components.Experience working with or leading multidisciplinary teams.Demonstrated ability to define outcomes and work plans for mid-size projects or programs.This requisition requires the candidate to have a minimum of the following clearance(s):NoneThis requisition requires the hired candidate to have or obtain, within one year from the date of hire, the following clearance(s):Suitability - IRSWork Location Type:HybridMITRE is proud to be an equal opportunity employer.
