Responsibilities

The V2X Mobile Sensors program performs Operations & Maintenance (O&M) and Sustainment requirements for the COBRA KING radar and communication systems onboard the USNS Howard O. Lorenzen. These systems and the program assigned employees, which include bargaining members (union), are tasked to primarily operate in the Pacific Command's (PACOM) Area of Responsibility (AOR). Our program ensures the COBRA KING (CK) radar and communication systems are Fully Mission Capable (FMC) 24-hours a day, 7-days a week, and capable of supporting mission operations on short-notice.V2X Mobile Sensors Management Office (MSMO) is seeking a

Program Shipyard Manager

with a diverse background of capabilities to plan, coordinate, and execute all vessel approved work items relative to annual shipyard and/or maintenance availability requirements for the radar and communication systems onboard the USNS Howard O. Lorenzen. This position will be located at the program office on Patrick Space Force Base (PSFB), FL, however, annually will be required to conduct travel more than sixty-days to an OCONUS location in support of shipyard requirements.Additionally, this position will support our Sensors & Advanced Solution division as we intend to add the Sea Based X-Band (SBX) Radar Mission Integration (SBX-MI) program to our extensive listing of Operations and Maintenance programs. The SBX-MI program performs Operations & Sustainment (O&S) onboard an advanced radar system mounted on a modified oil-drilling vessel designed for exceptional stability in high winds and storms within the PACOM AOR that supports the Ballistic Missile Defense System (BMDS).This position involves OCONUS travel; ~20%

Qualifications

Duties and responsibilities include:Lead in the planning, coordination, status, and execution of all program shipyard work items relative to the radar and communication systems for the USNS Howard O. LorenzenCreate and maintain shipyard project schedulesConduct and manage Transportation Alterations (TRANSALTs) requirements in support of the government and/or MSC TRANSALT process.Evaluate and status shipyard project plans, work hours, budgets, and expenditures.Perform shipyard data/budget analysis and provide detailed project status reports and briefings as required.Evaluate shipyard progress and quality of work being performed by program and subcontractors.Maintain professional relationships with all shipyard stakeholders.Proactively organize and host all on-site and virtual shipyard related meetings.Efficiently and accurately communicate relevant shipyard project information to the stakeholder team.Drive and manage shipyard requirements throughout the entire life cycle.Assist program management and government with drafts and issuance of shipyard project proposals, RFP's, tenders, budgets, cash flows and preliminary schedules.Support the issuance of Contracts, Letters of Intent, Purchase Orders, etc.Assist in the negotiation with vendors, suppliers, and subcontractors.Plan and support the procurement of program/government furnished equipment and serve as the government representation for shipyard work periods.Maintain contract execution tracking log, including change ordersControl all project data throughout the lifecycle of the project; specifications, TDPs, drawings, etc.Prepare completion certificates and ensure all project closeout documents are obtained, filed, and when necessary delivered to the government.Travel to project sites within the US and/or internationally as neededAdditional job duties as assigned.Required Skills:Active Secret clearanceMinimum of 5 years of previous shipyard experienceMust be able to pass a Mariner’s Physical.Understanding of aluminum, steel, wood, & fiberglass vessel design and constructionFamiliarity with classification society rules (ABS, USCG, etc.)A familiarity with USNS vessel regulations.Must have strong written and oral communication skillsExperience working in a team and operational environment to manage systemsA working knowledge of the Microsoft Office tools such as Word, Excel, Power Point, and organizational documentation file management systemsMust thrive in a fast-paced environmentMust have a valid driver's licenseMust have a valid US PassportMust be able to board vessels, enter confined spaces with limited visibility, and have the ability to climb up and down stairs and/or ladders of varying heights to complete inspections.Desired Qualifications:Strong experience in mechanical engineering preferredExperience creating detailed construction schedules with project scheduling softwarePMP certification or equivalent is strongly preferredExperience with drafting and submitting TansAltsEducation Requirements:BS in a technical discipline or equivalent work experience is required.
