Job Summary:

Plans, organizes, directs and reviews psychiatric nursing services to attain the facilities objectives established by the governing body. Has the authority and responsibility to develop organization-wide patient care programs, policies and procedures that describe how patients' nursing care needs are assessed, evaluated and met; develop and implement the hospital's plans for providing nursing care, treatment and services to patients; participate with governing body, management, medical staff and clinical leaders in the hospital's decision-making structures and processes; implement an effective, ongoing program to measure, assess and improve the quality of nursing care, treatment and service delivered to patients.

Minimum Education:

Bachelor's in Nursing, Business, Healthcare Administration or related field required. Master's degree in Nursing, Business, Healthcare Administration or related Healthcare field preferred.

Licensure, Registration and/or Certification:

Valid multi-state or State of Oklahoma Registered Nurse License.

Work Experience:

5 years related experience.

Knowledge, Skills and Abilities:

Working knowledge of Microsoft Word, Excel, and Access as might be used in the preparation of correspondence and reports. Effective interpersonal, written and oral communication skills. Knowledge of principles and methods of management and effective supervision; of personnel and fiscal management of organization standards for facility and departmental regulations, policies, and procedures; and professional psychiatric nursing theory, practices, techniques and procedures. Demonstrates knowledge of federal, state, and local laws and regulations and knowledge of accrediting body requirements. Demonstrates knowledge of the delivery of patient care in an environment that optimizes patient safety and reduces the likelihood of medical/health care errors. Demonstrates ability to facilitate communication between nursing and other departments of the facility to ensure continuity and collaboration of services. Demonstrates knowledge of policy and procedures related to administration, human resources, safety, fire/emergency preparedness, infection control, MSDS and Nursing Department. Demonstrates knowledge of theoretical approaches to the delivery of nursing care and the strategies for examining and applying relevant concepts. Demonstrates knowledge of leadership and management concepts and the ability to participate in problem solving, developing, and implementing organizational strategies to address opportunities for the delivery of nursing care to patients. Demonstrates knowledge of budget requirements to administer nursing service in the most efficient way, which includes personnel, supplies and equipment. Demonstrates knowledge of the methods used to predict staffing needs based on patient acuity and staff productivity. Skill in analyzing complex situations, making responsible decisions, and in communicating agency procedures and requirements in a clear, concise manner. Knowledge of a wide range of psychosocial, cognitive, and/or developmental disorders. Ability to integrate the analysis of data to discover facts or develop knowledge, concepts, or interpretations. Ability to organize and prioritize work in an effective and efficient manner. Ability to be detail-oriented as required in the examination of clinical and numerical data.

Essential Functions and Responsibilities:

Establishes standards of nursing care and mechanisms for evaluating such care. Develops and implements nursing policies and procedures to ensure safe, efficient operations. Develops the organizational structure of nursing services including descriptions of functions, qualifications, and authority of the position. Confers with administrative personnel and department heads. Participates in the development of the policies of the facility as a whole. Establishes philosophy, goals, and objectives of the nursing discipline. Coordinates the activities of nursing with those of other departments of the facility. Serves on policy and decision-making committees of the facility. Establishes standards for therapeutic staffing levels. Approves selection, promotion, discipline, and discharge of nursing personnel. Establishes and maintains a master staffing pattern for nursing service. Establishes and implements standards of nursing care annually evaluating, reviewing, and revising to reflect changes in nursing practice and to provide staff guidelines for the performance of duties. Conducts regularly scheduled meetings with the supervisory nursing staff for the purpose of maintaining communications, planning, and coordinating nursing programs. Presents and interprets facility policy and procedures. Provides supervision, coaching, consultation, and evaluation. Promotes ethical and professional nursing practices by establishing and maintaining progressive programs of orientation, staff development, and in-service education. Establishes and maintains an active recruitment and retention program. Designs and supervises the inpatient quality improvement program to ensure treatment planning and/or program planning procedures are consistent with accrediting body requirements. Ensures that quality improvement activities are reported to the Facility-Wide Performance Improvement Committee. Identifies general clinical areas that represent actual or potential sources of patient and/or staff safety and risk. Analyzes prepared data and reports concerning patient care, represents nursing service in the resolution of identified intra-facility problems impacting patient care. Implements corrective action when indicated. Maintains all necessary records and reports of and for nursing service. Provides leadership for nursing and the mental health field through innovations in theory and practice. Confers and maintains liaison with local, state, and national nursing organizations and mental health groups.

Independent judgment in making decisions from many diversified alternatives that are subject to general review in final stages only.

Direct supervision of others - No. of people supervised:(approximately 10). Prepares and gives performance evaluations. Works directly with patients and/or customers. Works with other healthcare professionals and staff. Works frequently with individuals at director level or above.
