The State of New Hampshire, Department of Health and Human Services, Division of Public Health Services has a full time vacancy for Deputy Director.

SUMMARY:

In coordination with the DPHS Director, authorizes, directs, and evaluates the statewide development and implementation of major public health programs, initiatives, policies, and procedures across the Division of Public Health Services (DPHS). Supervises the DPHS Legislative Liaison, Communications Administrator, Therapeutic Cannabis Program Administrator, and operations staff. Manages and directs program and policy development for all DPHS, and coordinates interdepartmental and intradepartmental initiatives that impact populations and programs served by DPHS.

RESPONSIBILITIES:

Executes long-range strategic planning, development, implementation, and oversight efforts in coordination with the DPHS Director, ensuring DPHS initiatives, programs, contracts, policies and plans are based on sound business and evidence-based practice, measurable outcomes, are compliant with all mandates, and align with the Department’s mission and priorities. Continuously looks toward opportunities for generating alignment and integration across the Department and Division.

Manages a variety of interdisciplinary, cross-Division public health initiatives including internal communications and meeting management, workforce development, recruitment and retention, and operational and strategic planning. Oversees program implementation including supervision of the Legislative Liaison, Communications Administrator, Therapeutic Cannabis Program, and staff focused on operations and workforce. Guides DPHS programs with respect to planning and evaluation, monitoring for quality assurance, and develops systems to assure compliance with regulations and quality of services provided.

Authorizes the development of Division organizational structures, business strategies, staffing patterns, policies, and procedures to impact the health status of populations served and to achieve the long-term administration, sustainability, and capacity needs to address both Department and Division business priorities, and state and federal mandates. Oversees the interaction of agency staffing plans and human resource policies to accomplish DPHS objectives including directing personnel actions within the Division.

Directs and coordinates cross-departmental work to modernize and sustain improvements in the health status of populations served, contracting procedures, and monitoring activities. Authorizes the development and implementation of major statewide initiatives and programs including associated business and operational plans, short and long-term goals, policies, procedures and best practices.

Develops legislative liaison procedures and activities to assure effective coordination and collaboration with other DHHS/DPHS management on initiatives and programs. Collaborates with DHHS Offices, Divisions, and Units to advance DPHS objectives related to fiscal, contracting, procurement, communications, evaluation, and policy needs. Facilitates communication among individuals, consumers, stakeholder groups and public and private organizations to enhance the development of communication strategies and projected data for program development, enhancement of outcomes, and budget preparation.

Uses information technology and analyzes data to determine and prepare for the burden that public health emergencies, including disparate populations, across the state. Guides programs and measures outcomes of interventions to prevent or mitigate the impact of emergencies. Acts in a leadership capacity within incident command structures.

Manages and supervises a variety of professional employees in specialized programs engaged in developing and implementing public health policies, programs, and procedures. Hires, trains and develops staff in accordance with Division staffing needs, grant requirements, community needs and fiscal requirements.

Oversees the management of grants and contracts, and financial operations of the Division budgets. Assists in the development of the DPHS operating budget in coordination with the Office of Finance, monitors budgets and expenditures, and imposes fiscal controls as required. Analyzes, interprets and integrates programmatic, regulatory, financial, and outcome data and metrics to inform planning efforts and decision-making. Reviews reports and management data for appropriate and fiscally sound use of agency resources and allocations.

Acts as the official representative of the Department and DPHS Director when communicating with Departmental, agency, legislative, federal, contractor, and community partners. Includes preparing and providing financial and programmatic information and testimony at legislative hearings, community activities, and stakeholder groups. Authorizes the development of information for the public, including data during budget preparation. Interacts directly with media outlets on the agency’s behalf as required.

MINIMUM QUALIFICATIONS:

Master’s degree from a recognized college or university with major study in public health, health, education, public or business administration, nursing or a related field.

Seven years’ experience in a field or occupation relevant to public health policy, public administration, emergency preparedness, or health care administration.

Or

Bachelor’s degree from a recognized college or university with major study in public health, health, education, public or business administration, nursing or a related field.

Eight years’ experience in a field or occupation relevant to public health policy, public administration, emergency preparedness, or health care administration.

LICENSE/CERTIFICATION:

Valid driver’s license and/or access to transportation for use in statewide travel. Some out of state travel is required.
