The San Luis Obispo County Health Agency is seeking qualified candidates for a WIC Director (Nutrition Services Program Manager) to fill a vacancy in the Public Health Department.

Position Overview:The WIC Director is responsible for the direction, administration, and supervision of the federal Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) program in San Luis Obispo County. This role involves leading a team of 15 staff members across seven clinics, serving between 4,000 – 5,000 participants monthly. The WIC Director ensures the smooth and consistent operation of the program in accordance with federal guidelines, complies with all program and fiscal compliance, and provides quality nutrition education and breastfeeding support services to WIC families.

The candidate will effectively collaborate with various partner programs and stakeholders including local hospitals, health plans, medical providers, social services, and early childhood providers. Key Responsibilities:Program Operations:

Plan, develop, and oversee the operations of the WIC Program.Budget Management:

Develop, monitor, and manage the program’s operational budget. Oversee all purchasing, track expenditures, and collaborate with the fiscal team to ensure timely submission of documentation for allocation disbursements. Review and approve invoices to maintain financial accountability.Grant Management:

Oversee the preparation of grant applications and the development of the Nutrition Services Plan, including training and quality assurance initiatives. Ensure compliance with all grants and subcontracts.Caseload Management:

Oversee and coordinate efforts to achieve the program's contracted caseload targets, including strategic collaboration with clinic supervisors and effective scheduling to ensure optimal service delivery.Outreach and Collaboration:

Lead program outreach efforts and participate in committees and coalitions to maintain effective referral systems. Represent Public Health on assigned boards, committees, and task forces.Contracts:

Negotiate and manage contracts, leases, and other binding agreements, including overseeing contracted services.Policy Compliance:

Create and implement policies, procedures, and protocols to ensure compliance with local, State, and Federal guidelines.Staff Management:

Lead, motivate, and develop staff through effective training, development, and performance management. Oversee recruitment, retention, and resolve conflicts to ensure a high-performing team.Data Analysis:

Evaluate data and monitor trends to inform and develop recommendations for operational or system enhancements.Reporting:

Utilize data and effective communication strategies to demonstrate program impact. Prepare comprehensive reports for grantors, the CA Department of Public Health, internal stakeholders, and agenda items for Board of Supervisors meetings.Knowledge & Skills:Public Health Nutrition:

Knowledge of public health nutrition principles, life cycle nutritional needs, the impact of medical conditions on nutrition, and breastfeeding benefits and procedures.Regulatory Compliance:

Knowledge of applicable local, state, and federal regulations governing public health nutrition programs.Community Outreach & Education:

Expertise in outreach techniques, educational methods, and training design. Familiarity with public health and economic assistance programs, and the ability to measure training effectiveness.Administration & Management:

Proficient in program planning, monitoring, evaluation, and budget administration. Knowledgeable in strategic planning, resource allocation, human resources, leadership, and coordination.Leadership & Communication:

Strong oral and written communication skills, with the ability to effectively coach, develop staff, and lead a motivated and efficient team.Abilities:Communicate effectively and clearly both orally and in writing.Interpret and apply complex rules, regulations, and policies.Lead and evaluate a team, fostering a collaborative work environment.Analyze data, prepare comprehensive reports, and make informed recommendations.Plan and manage work to achieve successful outcomes.Operate standard office equipment, including computers and relevant software.Maintain a safe and organized work environment.Minimum Qualifications:A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Graduation from an accredited four-year college or university with a bachelor's degree in nutrition, dietetics, or a closely related field. In addition, 3 years of progressively responsible professional level public health nutrition experience.

Licenses and Certificates:Must possess and maintain a valid registration as a Registered Dietitian with the Commission on Dietetic Registration (CDR).
