Main PurposeThe Program Manager will be lead organizer of Baltimore County’s contributions to the Maryland Works for Wind (MWW) project, funded by the American Rescue Plan Good Jobs Challenge (GJC) grant through the US Economic Development Administration (EDA).

BackgroundIn August 2022, EDA awarded the Maryland Department of Labor $22,952,185 of GJC grant funding for the MWW project. The Maryland Department of Labor was charged to create an offshore wind (OSW) workforce development pipeline helping provide skilled talent to the emerging local OSW clean energy industry.

As a subrecipient of this grant, the Baltimore County Department of Economic and Workforce Development (DEWD) was awarded $2,062,500 to support the project. Funding will be used to establish clear career pathways for local jobseekers and address the needs of employers in Maryland’s offshore wind industry, particularly for projects located at Tradepoint Atlantic (TPA).

Job PurposeUnder general supervision of the Director of the Department of Economic and Workforce Development (DEWD), the Program Manager GJC is a professional leadership position that is responsible for managing DEWD’s share of the Maryland Works for Wind (MWW) project.

The Program Manager GJC will coordinate the involvement of the Central-Maryland-based training providers, develop program content, provide management expertise to the position and manage the Baltimore County GJC team.

Essential Job DutiesWork with all MWW grant funded training providers in the Central Maryland region to create career pathways for individuals seeking entry level employment in the offshore wind industryCollaborate with Eastern Shore grant partnersWork to promote the MWW project to related stakeholders outside the grant programOversee the fiscal management and reporting requirements for Baltimore County’s allocation of the GJC grantSupervise three support staff either directly or in collaboration with other DEWD leadership, regional and local officials, and the Maryland Department of LaborPrepare status reports for DEWD Director, Baltimore County Administration, and the Maryland Department of LaborACTIVITIES:Convene all MWW grant funded training providers in the Central Maryland region on a quarterly basisManage methods of program evaluation of all Central Maryland activities undertaken in support of the GJC initiativeManage communication with employers in the offshore wind industry and support the development and execution of offshore wind employer-specific training programsCollaborate with Central Maryland training providers to offer case management services for program participantsWork with the State of Maryland, TPA, and the industry supply chain to promote employment opportunities in the offshore wind industryDevelop and employ recruitment activities specifically designed to inform and attract WIOA target populations (i.e., unemployed; ex-offenders; and the Asset Limited, Income Constrained, Employed population)Help to create an awareness initiative specifically targeted to youthHost recruitment events in partnership with training providers to identify future employees and to showcase the opportunities available to jobseekersComplete and submit required grant reporting to DEWD Director, County Administration and Maryland Department of LaborCoordinate with Senior Manager of Workforce Development in DEWDExamples of Other DutiesPerforms other related duties as assigned.Preferred EducationGraduation from an accredited college or university with a bachelor's degree in Business Administration, Industrial Management, Marketing, Finance, Communications, Public Administration, Public Policy, or a related field.

Additional experience may be substituted on a year for year basis for education.

Preferred ExperienceMust have at least 5 years of experience in managing budgets, staff, programs, grants and operations.
