Goldbelt Professional Services (GPS) specializes in providing support and expert resources for an extensive range of Public Health missions. This includes scientific, technical, and administrative support ranging from junior staff to high-level Subject Matter Experts. We are research- and data-driven, with a team of experts ready to create solutions and customized support.Summary:We are seeking a Program Analyst II to support the CDC Division of State and Local Readiness (DSLR) contract. The role involves providing executive-level administrative support to the Division Director, Deputy Director, Associate Directors, DMO, and Branch Chiefs. Additionally, the contractor will offer general administrative support to the rest of the DSLR staff.This role is a hybrid position that requires a minimum of two (2) days of in-person work at the CDC campus and periodically in-person support for multi-day meetings.Responsibilities

Essential Job Functions:Administrative and Staff Support:

Perform clerical, administrative, and data entry tasks for DSLR leadership and organizational units, including drafting agendas and recording and disseminating meeting notes to designated staff.Maintain and update branch new staff orientation presentations and documents.Maintain an updated roster of staff and organizational charts.

Travel Support:

Arrange travel and accommodations for DSLR staff, including preparing travel orders, memos, travel vouchers, and support documentation for fund approval and disbursement.Submit travel requests through the HHS/CDC travel management system (currently CONCUR), addressing unexpected travel issues that may arise.Provide mobile coverage for emergencies that may arise after hours or on weekends when executives are traveling.

Timekeeping Support:

Process time and attendance for DSLR FTEs in the system for DSLR in accordance with CDC policies and procedures, including reconciling/reviewing employee information in the HHS/CDC time management system to account for discrepancies between actual leave taken and hours submitted and approved leave taken by staff with what is officially recorded in HHS/CDC's timekeeping systems (EASI and TASNET). This involves consulting with the Administrative Officer and Division Management Official and addressing discrepancies.

Calendar and Meeting Management:

Manage the calendar for assigned senior staff members by responding to meeting invites and inquiries, noting important event dates and times, and rescheduling as needed.Monitor and schedule conference rooms for leadership and its organizational units, schedule meetings as necessary, and resolve conflicts in conference room schedules.Schedule interviews and relevant trainings as requested by leadership.

Communications Support:

Prepare presentation outlines and develop letters for replies to inquiries.Control the production of reports and outgoing correspondence to ensure deadlines are met by coordinating the efforts of various staff members.Draft brief letters and memos based on general instructions, particularly for non-technical, administrative matters such as memos about deadlines or report submission requirements.Review file contents and summarize information for staff, locating material and information in files or online resources related to the subject matter or topic, and gathering information for recurring internal reports and documents.Provide training and purchasing support using the Vendor Supplied Training System (VSTS) and Credit Card Purchasing System (CCPS).Integrate various types of office automation software to generate specific working documents and forms and providing technical assistance as needed.Print and assemble briefing packages.

Backup Support:

Provide backup support for other contractor staff during absences.Perform other duties as required.

Qualifications

Necessary Skills and Knowledge:Ability to handle confidential information with discretion.Flexibility to provide after-hours support when needed.Attention to detail and accuracy in administrative tasks.Ability to use multiple communication methods (written/visual) to work with all levels of staff.Ability to interact effectively with a variety of contacts/relationships, including senior-level managers.Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines.Self-starter with ability to perform and lead work independently.Minimum Qualifications:Several years of experience in providing executive level administrative support.Strong working knowledge of Microsoft 365 software (Word, Excel, PowerPoint and Outlook).Bachelor's degree in business administration or equivalent, plus 2+ years of relevant work experience. Alternatively, 3 years of additional relevant work experience can substitute for a degree.Preferred Qualifications:Strong critical thinking and analytical skills.Familiarity with timekeeping systems like TASNet and EASI.Experience with travel management systems such as CONCUR.Prior experience working with the CDC is highly desired, as it helps understand the organization's culture and environment.The salary range for this position is $80,000 to $90,000 annually.Pay and Benefits:At Goldbelt, we value and reward our team's dedication and hard work.
