ResponsibilitiesNoblis ESI is seeking a

Project Engineer - Acquisition

with a national space enterprise and ground systems acquisition background to work with our clients in supporting the future ground architecture.Job Responsibilities:Serve as acquisition support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects.Provide acquisition guidance, planning, and recommendations related to the integration of National Systems-based capabilities.Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to the RFPs, Task Orders, BAAs, and Other Transactions.Support Agile-based program management.Support the PM in multiple areas at the systems, mission, and enterprise levels; with program management; acquisition support; analytic support and analysis; and budgetary practices.Serve as technical expert in their assigned area.Provide administrative and technical support to the Government leadership team, internal cross coordination, external mission partners, and other DoD/IC customers.Required Qualifications:Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph.Bachelor's degree.Experience in project management and acquisition, with emphasis on Government acquisition in DoD or IC.Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation.Familiarity with different contracting types, e.g.: competition, sole source, IDIQ/TOs, Other Transactions, or Broad Agency Announcements.Ability to facilitate commonality within the enterprise by acquiring a multi-INT, multi-sensor, and multi-nodal processing capability.Ability to problem solve in a rapidly changing environment and interface with the customer daily.Track and respond to office tasking, build, and present program briefings, and update project schedules and calendars.Junior-Level:Bachelor's degree.0 - 5 years of experience.Background / knowledge in systems engineering.Mid-Level:Bachelor's degree.5 - 10 years of experience.Background / knowledge in National space and ground systems.Senior-Level:Bachelor's degree.10+ years of experience.Background / knowledge in National space and ground systems.Desired Qualifications:Master’s Degree.Familiarity with the NRO’s and DoD’s national and tactical space architectures.Knowledge of Electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture.Working knowledge of SAFe Agile or similar agile processes and JIRA and Confluence tools.Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Systems Modeler, Agile, Project Management, MBSE.Be able to travel.Overview:Noblis and our wholly owned subsidiaries, Noblis ESI, and Noblis MSD tackle the nation's toughest problems and apply advanced solutions to our clients' most critical missions.
