Under the general direction of the Chief Investment Officers, the Investment Analyst will assist with the implementation, statistical analysis, and qualitative analysis of the investment strategies for the $9 billion Fairfax County Employees’, Uniformed, and Police Officers retirement systems.Key Responsibilities:

Prepare weekly, monthly, and quarterly asset allocation and investment performance reports.Preparation of investment and statistical analyses on risk and return by manager, asset class, and total fund, using internal modeling and external data.Update and maintain databases of historical returns of managers and asset class benchmarks.Review quarterly compliance checklists and produce a quarterly report to the CIO’s detailing each Systems’ investment-related contractors who are not in compliance with contractual policies and guidelines.Track and monitor monthly or quarterly securities lending, commission recapture, trade cost analysis, soft dollar reports, etc.Assist the investment operations group with account openings, structure of accounts, and review of fee invoices.Assist the Accounting Team in the completion of the Annual Comprehensive Financial Reports (ACFR) for each System.Interact and communicate with investment management firms, custodians, third party vendors.Participate in the recommendation and implementation of investment strategies aimed at making optimal use of County retirement funds.As a member of the investment team, assist with the screening and presentation of investment manager candidates to the Boards of Trustees by developing manager-search questionnaires, interviewing prospective manager candidates, evaluating proposals and producing reports detailing each manager search conducted.Required Knowledge, Skills, and Abilities:

Knowledge of the principles, methods, techniques and systems of financial management, and the ability to apply them.Knowledge of related economic, accounting and legal principles and methods.Proficient in the use of a personal computer.Ability to analyze, evaluate and interpret financial data and draw sound conclusions.Ability to communicate clearly and concisely, both orally and in writing.Ability to establish and maintain effective working relationships with others.Minimum Qualifications:

Graduation from an accredited four-year college or university with a bachelor’s degree in accounting, economics, finance, or related field; plus four years of professional-level experience involving investment management or cash management.Certificates and Licenses Required:

None.Necessary Special Requirements:

The appointee to this position will be required to complete a criminal history record check and credit checks as a condition of hiring and periodically thereafter, as determined by the department head. Applicants and employees within these select positions must demonstrate financial responsibility in personal finances as a condition of employment.Preferred Qualifications:

Experience working with the principles, methods, techniques, and systems of financial management.Experience with analyzing, evaluating and interpreting financial data and drawing sound conclusions.Experience with applying the principles, methods and practices of government pension plan investing.Experience with or overseeing the preparation of comprehensive investment reports and records.Physical Requirements:
