The University of Minnesota is seeking a Senior Financial Reporting Accountant to support the debt management operations by performing a wide range of complex financial analyses and financial accounting duties of the Universityâs external debt and internal loan and banking programs. This position will be a key member of the Debt Management team responsible for the tracking and executing debt related transactions and internal charges within the Universityâs enterprise system, ensuring reconciliation procedures are performed and system processes are correct. The Senior Financial Reporting Accountant will also provide support with efforts related to the University issuance of debt in the debt capital markets and required post issuance compliance. This position will report to the Director of Debt Management with a dotted line to the Department of Accounting Services as job duties require.

Salary: $75,000 - $85,000, DOQ

Work Environment: Hybrid (Onsite 2-3 days a week)

Job Responsibilities

Accounting Responsibilities (50%)Complete analysis and reconciliation of debt-related balance sheet funds and accounts and execute journal entries as needed.Ensure complete execution of internal loan and internal banking programs through the preparation and analysis of monthly, quarterly, or annual schedules for debt, internal loan and internal banking programs. Prepare and execute journal entries as required.Validate all transactions related to University debt and analyze the ending general ledger balance sheet accounts related to debt.Review and validate all debt accounts with the Universityâs custodial bank, bond issuance documents, and general ledger balance sheet amounts.Prepare any necessary journal entries to record monthly debt draws or interest transactions or any other reconciliation adjustment.Support the annual external financial audit by preparing internal and external deliverables (schedules, footnotes and other analysis workpapers) related to the debt portion of the financial statement, including the preparation of audit schedules, footnotes and supporting documentation.Assist with the oversight, simplification or design of key accounting processes and responsibilities as well as the development and implementation of changes in related debt accounting policies and procedures to ensure compliance with accounting principles (including implementation of applicable GASBs) and other external regulations.Promote organizational excellence by collaborating with departments to resolve any unrecorded transactions.Collaborate with Accounting Services on chart of accounts changes and accounting practices for various University debt and capital financing activities.Monitor and review all PeopleSoft assigned balances processed transactions as needed to ensure accurate and consistent reporting and reconciliation activity.Debt Management Responsibilities (50%)Assist in the preparation and input into PeopleSoft of the annual budget for the Debt Management operating chart strings and bond funds.Assist in the preparation of annual continuing disclosure reports related to the Universityâs external debt in accordance with the Securities and Exchange Commission Rule 15c2-12.Coordinate updates to relevant content on the Debt Management website.Assist in the preparation of debt amortization schedules, financial memorandums and maintain required documentation related to the internal loans and internal banking programs.Assist in the computation of the fiscal year internal debt service charges.Assist with specialized and ad hoc debt and capital financing forecasts and analyses as needed.Other duties as assigned.Required Qualifications (please document on the resume):Bachelorâs degree plus four (4) years of experience in accounting, debt management, treasury, finance or related experience OR a combination of related education and work experience to equal eight years.Experience with financial accounting, reporting and analysis.Familiarity with generally accepted accounting principles (GAAP) and application of accounting standards (e.g., GASB and NACUBO reporting requirements).Strong interest in creating analytical narratives for the benefit of senior staff.Demonstrated proficiency with spreadsheets, databases, or other query tools and financial systems.Demonstrate heightened attention to detail.Ability to maintain relationships with both internal and external communities.Ability to work effectively as a member of a team.Preferred Qualifications (please document on the resume):Financial analysis and modeling skills.Exposure to municipal/public finance or institutional capital planning a plus.Ability to complete work in an organized fashion.Ability to work with a high volume of information or data.Possess excellent time management skills with the ability to prioritize workload and complete it in a timely manner.Strong verbal and written communication skills.Excellent customer service skills in a diverse, decentralized environment.Experience with ERP systems (PeopleSoft/Oracle, SAP).
