Position Summary:IEM is seeking a dedicated and detail-oriented,

Full-Time - Finance Specialist III (FS III) , to independently manage and ensure compliance in the financial management and reporting of IEM's Energy Program Management and Monitoring services. This role involves overseeing the administration, monitoring, and adherence to federal regulations and reporting requirements related to energy grant and rebate programs.Primary Location:California (CA), additional states may be added.To start up the project this will be a Remote and In Office role making it a Hybrid work schedule. In-office days will be based on business needs and could range between 1 - 5 days a week.All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection.Travel Requirements:Travel may be required for work assignments or meetings.Essential Functions:Financial Process Management

Manage financial processes, ensuring compliance with federal payment procedures, eligible costs, procurement, and grant program administration.Develop and update financial management policies, procedures, and process maps.Oversee financial reporting, program closeouts, and cash management processes.

Risk and Internal Control Activities

Evaluate and document internal controls and financial management practices.Prepare and maintain risk and control matrices for programmatic policies and procedures.

Financial Management and Reporting

Perform financial analyses, including budgeting, forecasting, and variance reporting.Monitor expenditures to ensure alignment with budgets and program plans.Prepare and submit accurate financial reports to federal agencies and stakeholders.

Payment / Draw Fund Disbursement Coordination

Review and approve client draws for adequate documentation and compliance.Recommend draw approvals or denials based on compliance guidelines.Develop and maintain invoice checklists for each subrecipient agreement.

Financial Technical Assistance

Provide expert guidance on required financial management practices and programmatic financial and performance reporting on federal obligations.Train stakeholders on payment request processes.Develop and update financial-management training materials, electronic budget tools, and financial-reporting templates.

Additional Duties

Support quality control plans, monitoring, and audits.Report any suspected fraudulent acts following established policies.Perform other financial services duties as required to ensure program success.Participate in meetings and training sessions to stay current on best practices in grant compliance and management.

Minimum Qualifications:Five (5)

+ years of experience in grant financial management, preferably in energy or tax rebate programs.Bachelor's degree in Accounting, Finance, Public Administration, or a related field.Advanced/Expert

knowledge of federal financial management for grants and tax rebates, particularly in energy programs.Strong analytical skills with attention to detail.Ability to work independently and prioritize in a fast-paced environment.Commitment to ethical standards and transparency in grant administration.Preferred Qualifications:CPA, Internal Auditor, or other relevant credential in financial and internal control management.Experience with one or more of the following programs:
