To be eligible for this position, applicants must currently work for the Maryland Department of Human Services Budget and Finance Unit.GRADE17LOCATION OF POSITIONMaryland Department of Human Services Office of Budget and Finance 25 South Charles Street Baltimore, MD 21201Main Purpose of JobAs a Lead Budget Analyst, you will give staff support and assistance to a budget team tasked with preparing, monitoring, and enforcing a specific DHS administration's central and local budgets. The Lead Budget Analyst is in charge of developing, negotiating, and executing the budgets for the Social Services Administration and Child Welfare, as well as assigning and reviewing the work of lower-level analysts and support staff. The lead analyst ensures that finances for service delivery are secured and managed in accordance with all State and Federal guidelines, as well as the overall Department goals. This position also serves as the Budget Analysis and Reporting System's (BARS) technical assistance lead. In addition, this role examines the Department's budget request in BARS to confirm its accuracy.POSITION DUTIESMonitor expenditures and appropriation.Prepare grant requests, budgets, expenditure predictions, and expense reports.Prepare budget instructions for delivery to administrations and local departments and recommend budgetary actions based on monitoring reports.Ensure departmental balance sheet items have proper documentation.Prepare and update Budget Baseline/Target Adjustment and Over the Target reports.MINIMUM QUALIFICATIONSApplicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying. Experience: Eight years of experience in budget preparation, presentation and execution. Notes: 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in budget preparation, presentation and execution for the required experience. 2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicants who possess the following preferred qualification(s): One year of experience with Budget Analysis and Reporting System (BARS), Maryland Financial Management Information System (FMIS), and Google software suite. One year of experience working in a federal, state, or municipal government accounting unit and system.
