Job Description

Serves as the Command’s Chief Data Analytics Officer responsible for developing, directing, and controlling the program and operations of the CECOM Data and Analytics Group in support of program objectives issued by higher authority.

Within broad policy guidance, addresses challenges that arise, exercises independent judgment, and renders authoritative decisions.

Develops program objectives, exercises initiative, judgment, and vision in anticipating program requirements, implementing managerial/technical policies, assessing strategic plans, and choosing between courses of action.

Work is reviewed in terms of overall accomplishment of readiness objectives.

Activities include information/data analysis, process management, business results, continuous/incremental improvement, policy, plans/program development, and oversight of CECOM data and analytics governance and digital transformation initiatives.

Participates as a CECOM/Army Materiel Command/Department of the Army representative on functional groups, panels, and committees involved in the management and development of automated systems, consisting of senior logistics management planners.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required:

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience:

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as:

Utilizing data management framework to accurately obtain and manage program data;

Managing an electronic data warehousing system to track accurate and reliable program data;

Analyzing program data using mathematical and/or statistical models in order to provide insight, guidance, and recommendations in decision-making;

Providing recommendations to improve the efficiency of data tracking or collection methods.

In addition to meeting the experience requirement above, applicants must also possess the following basic education requirement:

Basic Requirement for Data Scientist:

A degree: Bachelor's degree (or higher degree) in mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. (You must attach a copy of your transcripts.)

OR B. A combination of Education and Experience: a combination of education and experience which includes courses equivalent to 30 semester hours as shown in paragraph A above, plus additional education or appropriate experience. (You must attach a copy of your transcripts.)

You will be evaluated on the basis of your level of competency in the following areas: Data Analysis, Problem Solving, Research, Strategic Thinking, Technology Awareness. Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement.
