Overview
We are seeking applicants possessing a strong quantitative background with an emphasis in Department of Defense (DoD) acquisition cost estimating analysis, ability to lead a data analytics and research team, strong analytical, interpersonal, and presentation skills. Individual should be highly motivated with a strong work ethic, ability to work autonomously or in a team environment, with excellent communication, quantitative, research and analytical skills to provide cost estimating/analysis, and data analytics support for Air Force acquisition programs.
Responsibilities
Lead a data analytics and research team responsible for developing methodologies, tools, scripts, data cleansing and normalization, and models to support cost analysis and estimating organizations performing analysis and producing cost estimates within the Department of Defense (DoD) for various commodities including aircraft, unmanned aerial vehicles, missiles, munitions, space systems, ballistic missiles, software heavy, and other DoD systems. Additional responsibilities include:
Assess requirements, determine necessary resources to accomplish task, hypothesize solutions, develop solution, visualize data, and report findings
Develop and maintain forecasting and estimating models
Develop and maintain data pipelines
Develop R-shiny applications
Develop algorithms and scripts for data analysis
Apply supervised and unsupervised machine learning techniques
Communicate with various levels of Government leadership
Perform analysis for U.S. government acquisition programs
Develop cost estimating relationship and cost models
Lead and help develop junior/mid-level data scientists
Architect data solution(s) across multiple commodities within a cloud environment
Interface, brief, and coordinate program status and reviews with senior Air Force leadership on at least a quarterly basis
Skills Required
Must have 10 or more years of recent experience in the following subject areas:
Technical Software Engineering/Analyst – Software system-specific requirements analysis, software design, software analysis, software development paradigms to include agile, computer programming, engineering, system design, integration of software and system, test of software and system, management of information technology systems.
Cost – Knowledge on the impacts of technical areas as cost drivers and application to cost estimating methodologies.
Must have the ability to lead teams.
Applicants must have a final security clearance (Secret level or higher).
U.S. citizenship is required.
Candidates will also possess the following skills:
Highly Proficient in R and/or Python, preferably both; able to point to specific and multiple examples of algorithms developed for data exploration/analysis/presentation
Proficient in MS Office Suite
Detailed, organized individual
Good communication, presentation, and visualization skills
Ability to perform ad-hoc research projects independently, summarize results in a written report, and present to an audience
Department of Defense (DoD) Acquisition experience a plus
Experience with cost estimating and/or DoD cost estimating desired
Experience with Databricks including gold, silver, and bronze tables
Experience with AWS and Tableau highly desired
Experience with Dataiku is a plus
Familiarity with IT, Cloud, and querying SQL databases are a plus
Education
Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
