Strategic Planning & Policy - Government Relations Administrator

to lead work within Metro and with external parties to operationalize Metro's values, implement its policies, and communicate progress.This position is an integral part of a Policy Team responsible for planning, developing, and helping Metro develop and operationalize strategic and legislative plans, policies, and initiatives consistent with our values. They assure we transparently track progress at meeting our policy plans and goals. The Policy Team also partners with Metro’s Government Relations Team to identify and advance our legislative agenda at the federal, state, and local level considering what policy changes we need to address our opportunities, challenges, and achieve our Long Game. They research, assist in review of legislation, and draft policies as needed for the Department.This role involves a high level of collaboration with internal and external parties; planning and managing complex processes with diverse perspectives to achieve the Department’s policy objectives; strong oral and written communications skills; and versatility in involving, supporting, and communicating with internal and external peers, decision-makers, and elected officials.Our ideal candidate is someone who:

This recruitment will be used to fill one (1) Career Service Government Relations Administrator vacancy. In addition, this selection process may be used to generate an eligibility list for future Career Services vacancies that may occur in this classification. The eligibility list will be retained for 12 months and may be used at the discretion of the hiring authority.Applying

You will also:Make independent strategic judgments and decisions to influence legislation.Project manage strategic planning and policy efforts.Work across the Department to empower teams to implement and track progress on plans and policies adopted by legislative bodies.Research, assess, and develop solutions for policy or legislative issues.Help develop and support all levels of the organization to advocate Metro’s position with external parties, legislative staff, and elected officials.Establish and maintain administrative and political liaisons with local governments, as well as cultivating productive working relationships inside Metro and with inter- and intra- governmental staff.Develop, analyze, and implement policies.Coordinate the communication and analysis of state or federal legislation that may affect the agency; ensure that legislation is responded to in a timely manner and the County's position is clearly defined.May, potentially supervise staff and administer personnel matters such as hiring, firing, performance reviews, employee discipline, and counseling.Perform other duties as assigned.Minimum Qualifications:

Bachelor's degree in Public Administration, Political Science, Business Administration, or a related field and five (5) years of experience in developing and implementing legislative strategies and policies; OR a combination of experience and education that provides the required knowledge, skills, and abilities to perform the responsibilities of the position.Strong strategic thinking and decision-making skills, with the ability to make independent judgments.Skill in researching, analyzing, and recommending policy strategies for complex issues.Ability to synthesize information, gain buy-in from key stakeholders, and make sound recommendations.Exceptional written and verbal communication skills, with a passion for clear and effective communication.Experience in managing projects and leading teams in a dynamic environment.Demonstrated commitment to applying equity and social justice principles in all aspects of work.Ability to establish and maintain productive relationships with internal, local and intergovernmental stakeholders.Demonstrated experience in developing legislative plans, policies, and strategies.Proficiency in coordinating communication and analysis of relevant legislation, ensuring timely responses.Skill in working effectively with diverse groups, Elected Officials, and senior executives.Ability to supervise staff, including handling hiring, performance reviews, and personnel matters.Highly competitive candidates will have (desired, but not required):

Knowledge of Metro Transit's strategic goals and adopted policy frameworks.Knowledge of strategic business planning techniques, principles, and practices.Knowledge of project management techniques and principles.Proven ability to advocate effectively for organizational positions with legislators and governmental agencies.Experience in coordinating with lobbyists and implementing contracts and agreements.Familiarity with legal and regulatory environments affecting intergovernmental agreements.To Apply

Work Schedule

This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.The work associated with this position will be performed or conducted through a combination of teleworking, onsite work, and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Union Membership:
