Job Goal:

Plan, implement, and evaluate the activities of the Accountability, Research, and Compliance Support department in support of the ESC’s mission and strategies.

Major Responsibilities:

1. Leads the development, coordination, supervision, and evaluation of all staff and activities provided by the Accountability, Research, and Compliance Support department.2. Directs the design and delivery of a full continuum of services in the Accountability, Research, and Compliance Support department through the development of a professional learning system for campus and district leaders, including open enrollment professional development sessions, contracted services, technical assistance, grant-related supports, conferences, and products.3. Ensures targeted support and development for department and project staff to continue building internal staff capacity.4. Proactively builds and maintains strong collaborative relationships with other leaders and staff members across the division/center.5. Evaluates the quality and effectiveness of programs supervised and makes recommendations for program revisions as indicated by analysis of collected6. Ensures proactive, accurate, professional, and effective communication between department staff and districts/campuses.7. Coordinates programs and initiatives with the Texas Education Agency as appropriate to ensure compliance with statewide initiatives.8. Maintains thorough and accurate documentation of department activities to meet all internal programmatic and fiscal requirements and all requirements imposed by the Texas Education Agency.9. Recommends budgets and assists the Chief in evaluating the effectiveness of the department.10. Provides technical assistance and services as specified by any applicable federal grant that funds this position.

Supervision/Personnel Management

Supervise all Accountability, Research, and Compliance Support department personnel, including completing evaluations and conducting staff training.Qualifications:

Experience

1. Five years of experience in campus administration, district central office, and/or three years of ESC level experience2. At least three years of supervisory experience in managing and leading teams3. Demonstrated experience in compiling, analyzing, and presenting student achievement data, especially TEA accountability data4. Experience developing and presenting professional development5. Experience in leading and coordinating multi-department collaborative efforts and aligning work across projects to support leaders/schools6. Proven track record utilizing performance management elements

Special Knowledge and Skills

1. Extensive knowledge of accountability, state and federal programs, and college, career, and military readiness2. Exemplary written and verbal communication skills3. Ability to articulate, communicate, and guide a clear leadership vision, including helping campus/district leaders have a clear understanding of services offered, how to access support, and how all support can be integrated and strategically aligned4. Experience and expertise in coaching and providing technical assistance to ESC, campus and/or district leaders5. Knowledge of best practices related to change management, including, but not limited to those practices that impede as well as empower leadership6. Ability to build rapport with both internal and external customers7. Exhibits a growth mindset and is open to receiving job-embedded coaching8. Ability to proactively identify customer needs and take initiative to develop and support areas of need to deepen current and grow new lines of department business9. Extensive knowledge of budget and the ability to organize and manage multiple grants, including programmatic and personnel decisions based on data
