Position Information:Under the supervision of the Assistant Director of Program Finance & Operations, the Senior Research Administrator provides high-level financial support for the contract and grant submission process and post-award fund administration within the Office of Technology Partnerships (OTP), and may also support other units in Research and Economic Development (RED). The incumbent will be responsible for supporting proposals and awards of diverse scope, conducting detailed budget and resource analyses, and reconciling/updating monthly financial statements for assigned portfolio(s) utilizing campus financial and payroll systems. Additionally, the Senior Research Administrator will play a key role in monitoring cost share commitments and reconciling all grant-related costs, including payroll, travel, purchasing, subawards, participant support costs, and contractor expenses, including the review of expenditures and balance to ensure alignment with budgetary goals. A significant portion of their responsibilities will involve reconciling both participant support costs and payroll, including submitting necessary changes as directed by the Assistant Director of Program Finance & Operations. A strong understanding and application of federal and university policies is essential to maintain compliance in all financial activities. The incumbent will further support the unit(s) by conducting monthly ledger reconciliations, processing cost transfers, proactively resolving financial discrepancies, providing financial ad-hoc reporting, and assisting with time and payroll tracking, reporting, and reconciling for the EPIC Small Business Development Center (SBDC).

Minimum Requirements

Key Responsibilities:
Provides post-award financial administration and management for research funds in accordance with organization policy and agency requirements.
Reviews general ledger reports and financial statements for assigned portfolios and reconciles expenses including payroll, travel, purchasing, subawards, participant support costs, and contractor expenses, to ensure accuracy and compliance with all agency and university policies, procedures and requirements. Responsible for updating departmental shadow reports to ensure accurate reflection of budgets, expenditures, and balances. Maintains financial management and ensures fiscal integrity for all contracts and grants in accordance with agency-specific terms and conditions, UC policies and procedures, campus Internal Audit guidelines, and Business and Finance Financial Bulletins. Ensures compliance with Federal Government OMB circulars for all awards.
Provides guidance and counsel on complex research administration matters, including compliance regulations, to principal investigators and department administrators.
Monitors and tracks reporting requirements, including technical, financial, and cost-sharing reports, to ensure timely award closeouts or renewals. Works closely with the Assistant Director of Program Finance & Operations to confirm that all funds are allocated and charges are accurately recorded on the ledger before the award's expiration. Assists with re-budgeting, no-cost extensions, and adjustments in personnel support to maintain compliance with all relevant policies, procedures, and guidelines.
Independently gathers information as needed to perform financial analysis.
Supports the financial and analytical needs of OTP by generating comprehensive reports using UCR systems like Oracle PPM, Looker Financials, and Looker Payroll. Clears payroll default account. Assists with time and payroll tracking, reporting, and reconciliation for the EPIC SBDC.
(DR): Prepares complex proposal budgets and support documents that are required by proposal guidelines.
Coordinates the preparation of proposal submissions by ensuring all necessary components are complete and working with relevant offices to secure timely review and approval. Consults with the PI and OTP team to review agency guidelines and develop a detailed budget plan covering all categories. Conducts cost analyses to ensure requested funding is sufficient, including personnel costs and anticipated changes. Creates budget forecasts for periods ranging from 1 to 5 years, in accordance with agency guidelines, and incorporates subawards with other institutions and entities.
Assists in support of audits as directed by senior staff.Applies professional knowledge/experience to prepare, review and/or approve financial transactions.
Processes financial transactions such as cost transfers and funding changes using UCR systems.
