SUMMARY:

The Senior Engineer/Program Manager will support the Defense Health Agency (DHA) - DAD A&S.

DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Participate in APSG Request Submissions Portal Review meetings.Continue to monitor the portal to prepare for the daily Triage team meeting.Verify the completeness and accuracy of each request. If there are issues, the Request Manager will need to take the necessary action to contact and coordinate with the requestor or Triage Team Representative.Verify if the Request Short Name matches the content of the request description. Check to see if all required fields are completed in a manner that is thorough and logical.Determine if the request is from an MTF under the DHA authority, direction, and control. If it's not, send the request back to the Service Representative.Determine if the request has the required approval to move forward.Verify if the request is mapped to the appropriate category.If the Triage Team Representative declines to accept the request, the request manager will take it up to the Integrated Capabilities Portfolio Board (ICPB) for leadership assignment.Participate in the daily Triage Team meetings to review each new request or other outstanding requests.All Requests need to be entered on the MHS Request Phase 0 tracker and in the Portal. Both will be continually updated with the latest information and maintained to remain in line with what is discussed at the daily Triage meetings.Update each request based on Triage Team meeting discussion, updated status, updated comments and designate the DHACA owner of the request.Monitor, respond to, and take actions on emails received into the J5 MHS Portal inbox.Maintain and monitor the mailbox to support requestor questions and correspondence.Manage ad-hoc tasks and requests in a timely manner.Manage meetings and manage the J5 MHS Submissions Portal mailbox.Manage and keep pace with the volume of requests and maintain a high level of responsiveness.Maintain flexible hours to support critical meetings and duties between the hours of (7:30 a.m.- 4:00 p.m., Central Time).Contribute to process improvement activities and focus on high quality work with minimum errors.Maintain a proactive and engaging attitude to solve problems and take ownership for assigned sections of the Request Submissions Portal.NON-ESSENTIAL DUTIES:

Perform other duties as assigned.

EDUCATION AND EXPERIENCE:

Requirements:Requires a Bachelor of Science (BS) in any related field.Minimum 10 years experience - Exceptional knowledge and understanding of Project Management on DoD Acquisition programs managing cost, schedule, and performance parameters.A Project Management Professional certification is required (such as PMP or other equivalent certification).Eligible for a Secret Clearance to attend meetings and/or access requested classified information at that level.Ability to develop project goals for DHA CAE as their own and use skills and expertise to drive analysis of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) associated with DoD and DHA occupational and environmental health.Ability to explore and support Total Exposure Health (TEH) and associated physiologic and environmental monitoring programs within a Strategic Plan and CONOPS. Identifies gaps and solutions to DOTMLPF-P. Responsible for using best practice PMO methodology to create a project plan to fit the stakeholders/customers' needs and deliver within budget on desired outcomes.Assists in defining the project scope and objectives to ensure project members understand what is expected of them and what they should expect from one another.Prepares, maintains, and submits clear and concise activity/progress reports, time recording, and management reports.Ability to apply a proactive approach in routinely tracking project members' progress against their project commitments.Responsible for defining, teaching, and enforcing the use of good project management practices.Possess a broad and flexible toolkit of techniques used for resolving complex, interdependent activities into tasks and sub-tasks that are documented, monitored, and controlled.Adapt approach to the context and constraints of each project. Improve teams' skills through lessons-learned reviews at project completion.Must be able to effectively communicate with others verbally and in writing.COMPUTER SKILLS:Skill in operating a personal computer and standard office equipment.Proficient in Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:Must be eligible to obtain and maintain a DoD Secret security clearance if required by contract.PHYSICAL DEMANDS:Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds.Note: This position is contingent upon award and funding.
