Summary/Background:The state is seeking one Senior IT Project Manager to manage and support this Modernization Project. The goal is to implement a modern payroll processing solution to replace the legacy system, migrate data, utilize standardized industry best practices, and streamline and automate legacy business processes. The Senior Project Manager will oversee the full project management life cycle and software development life cycle for the implementation of this highly complex, large-scale, strategic IT initiative. The successful candidate will be a highly skilled professional with a start-up mentality, capable of succeeding in a complex environment involving input from multiple state agencies and vendors. This individual is committed to helping the organization deliver high-quality technology products.

Duties/Responsibilities:

Project lead, accountable for the entire project scope and all phases of the project life cycle (including planning, executing, monitoring, controlling, and close-out), the project resources, the project budget, and the success or failure of the project. Ensure that the project is successfully implemented on time and within budget.Become familiar with State of Maryland procurement procedures and policies.Review and provide feedback on requirements, solicitations, deliverables, proposed solutions, and milestones.Collaborate with Management, Procurement, and Office of Information Technology staff to author, review, and edit a highly detailed, comprehensive description of all needs, specifications, and requirements.Collaborate with Subject Matter Experts (SMEs) and Technical Writer to conduct an analysis of the existing system, gather supporting documentation to clarify the current state of the business processes to be documented in solicitation documents.Verify with Technical Writer and Management detailed information on current processes and required enhancements.Meet and communicate with stakeholders to review and clarify information to be included in any solicitations.Communicate with management periodically and provide status reports on conducting research on RFI/RFP that will meet the needs.Provide recommendations for enhancements based on current industry standards and practices.Conduct scheduled meetings with internal project team(s), stakeholders, and contractors.Support business analysis work related to the project.Identify potential project risks and their implications to the organization/project and recommend mitigating measures to manage the risks.Ensure adherence of all deliverables to appropriate standards and quality levels.Conduct a gap analysis and identify gaps in technology capability versus business requirements.Create a detailed project plan to include a timeline, resource plan within the approved budget.Identify and track the critical path of tasks and activities within the project.

Education:

Graduation from an accredited college or university with a bachelor’s degree in Business or Public Administration, Computer Science, Communications, or a related field. Master’s degree and/or project management certification is preferred.Current Project Management Institute (PMI) Certified Project Management Professional (PMP) and current PMI-Agile Certified Practitioner (PMI-ACP) or equivalent.

General Experience:

At least eight (8) years of IT and business experience in strategic planning, development, implementation, and maintenance of systems, preferably across multiple hardware and software platforms.At least five (5) years of experience with procurements for large, complex solicitation for IT products and services.Demonstrated working knowledge of Systems Development Lifecycle and the Project Management Lifecycle (SDLC).Experience working with state or governmental agencies in preparing solicitations for implementation of IT projects.Previous technical project management experience in a dynamic environment.Excellent interpersonal and communication skills in managing projects.Strong analytical, problem-solving skills, and attention to detail.Experience using MS Project.Experience using Workday.

Specialized Experience:

Experience working in Project Management Office (PMO) or leading PMO payroll industry experience at a state or federal government agency.Knowledge of state or federal Government policies and practices; specific experience with successful large-scale program management within a cross-functional environment.Out of the eight (8) years of general experience required, at least five (5) years in a combination of the following:

Project Management experience (which could include consulting) with state-of-the-art hardware and software systems.Knowledge and implementation experience in new computing architectures and networked computing structure.

Experience in program/project management and execution of multiple related development projects simultaneously on systems development.
