The Finance Director serves as the overall chief accounting and fiscal manager for the Comanche Nation Government operations. The Finance Director will coordinate with the Tribal Administrator and Program Directors on all financial matters. The Finance Director will be responsible for the daily Finance department operations and staff.ESSENTIAL DUTIES AND RESPONSIBILITIES:Prepares and negotiates indirect cost.Assists Program Directors in submitting and completing budget modifications, as needed.Creates, maintains, and updates the processes for cash disbursements and reconciliations.Facilitates travel advances, reimbursements, and reconciliations in a timely manner.Designs, implements, and supervises the accounting, budgeting, internal control, and reporting to assure compliance with Federal, State, and Tribal policies.Ensures all financial practices are compliant with the Comanche Nation Financial Policies, grant requirements, OMB Circulars, and all other pertinent policies, procedures, and laws.Assess and evaluates the financial performance of the Comanche Nation with regard to long-term operational goals, budgets, and forecasts.Provides insight and recommendations to both a short-term and long-term growth plan for the Nation.Identify, acquire, and implement systems and software to provide critical financial operational information to increase work efficiency.Communicate, engage, and interact with the CBC, Tribal Administrator, and Program Directors to ensure all financial objectives are met.Collaborates with the accounting firm on all financial operations to ensure timely processing.Assists in selecting and engaging consultants and auditors.Prepares monthly financial budget reports and cash flow per program or as requested.Reviews and analyzes monthly financial results and provides recommendations to CBC, Tribal Administrator, and Program Directors.Interacts daily with Program Directors to align the financial goals with the approved annual budget.Oversees the preparation and communication of all financial statements.Ensures timelines and accuracy of financial reporting data for all funding sources.Manages the cash flow planning process and ensures the availability of funds.Maintains compliance with all current Federal and State laws.Updates the Comanche Nation Financial Policy, as needed, to ensure accuracy with appropriate tax laws, efficient practices, and audit best practices.Oversees the preparation and timely filing of all State and Federal tax returns.Oversees all payroll functions and timely processing.Oversees the timely payments to third-party payroll garnishees.Oversees the preparation and timely payment of payroll taxes.Utilizes forward-looking models and activity-based analyses to provide financial insight to operating budgets.Interacts daily with Human Resources to ensure appropriate legal compliance and coordinates processes accordingly.Hire, develop, discipline, counsel, terminate, and evaluate the Finance department staff.Attends CBC meetings and all other meetings, as requested, by the Tribal Administrator and CBC.Adheres to the Comanche Nation Constitution, Financial Policy, Human Resources Policies and Procedures, Property and Procurement Policies, and all other pertinent policies and procedures.Demonstrates excellent analytical reasoning and problem-solving skills.Demonstrates leadership and effective communication both written and orally.Other duties as assigned.REPORTS TO:

The Finance Director reports to the Tribal Administrator and supervises all Finance department staff.PHYSICAL DEMANDS:

Must be able to lift ten (10) lbs. Must be able to sit and stand for long intervals.WORK ENVIRONMENT:

All duties will be completed in an office setting.
