The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Position Overview

Information Technology Services (ITS) is recruiting for one (1) IT Project Specialist, to function as a Senior Cloud Application Developer, who will:Oversee, plan, manage and coordinate complex projects from initiation to completion, including solutioning major aspects of the application applying new and emerging WEB technologies to transform and optimize business and operating models, and help ITS plan, design, innovate, orchestrate, facilitate, navigate, and operationalize the design, utilizing expertise in technologies like Cloud Platforms, Net core, developing Single Page Applications, Mobile solutions, Artificial Intelligence (AI).Lead team in efforts to solution rich and compelling interfaces using frameworks like Angular, Bootstrap & establish a resource of reusable components for team’s consumption & or enterprise consumption.Drive improvement initiatives by eliciting business process details from client areas to improve overall architecture and application framework hosted by the team using reusable services and emerging technologies and methodologies.Research and identify emerging technologies impacting the business Intelligence layer to ensure integration services are being prioritized and developed that create program and agency efficiencies and improvements; Liaise with business leaders, IT technical teams and vendors, as necessary in fulfilling the department goals and objectives.Minimum Qualifications

A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; orAn associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; orA baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; orEducation and/or experience which is equivalent to "1", "2", or "3" above.Preferred Skills

Knowledge of Microsoft Power platform.Knowledge of Azure Function App.Knowledge of Azure Synapse Analytics.Knowledge of Azure DevOps.Familiarity with Agile development practices government social benefits programs industry standards in project management.Ability to work cooperatively with System Integrator.Strong written and verbal communication skills.Knowledge of New York City agency and executive operations and procedures.Business analysis experience to include data flow diagrams, requirements specifications, use case.Public Service Loan Forgiveness
