Saratoga StreetBaltimore, MD 21201Main Purpose of JobThis position serves as the manager for Child Protective Services (CPS) which includes oversight of the Child Maltreatment and Fatality Review Process, Human Trafficking, Investigative and Alternative Response, and CPS Screening. The purpose of this position is to supervise a team of analysts and administrators who are charged with providing support for best practices related to existing policy, regulations, and statutes and instituting changes in policy, regulations, operational standards, and service delivery for Child Protective Service programs. This position is also responsible for monitoring the Screening, CPS, and Alternative Response Programs; multiple services contracts; preparing the CPS and CAPTA State level budgets, assisting in maintaining compliance with Federal and State regulations, and for monitoring, analyzing, further developing, and collecting data from the DHS child welfare state-wide case record system.This is a Management Service position that serves at the pleasure of the Appointing Authority.POSITION DUTIESWorks with the Practice Innovations Program Manager as well as internal and external CANS/CANS-F experts to promote meaningful use of functional assessments to support SSA and provider agency staff in effectively identifying, addressing, and monitoring child and family progress toward well-being and healthy developmental outcomes.Serves as the visionary leader and strategic architect of SSA’s strengthened and integrated approach to child protective services and alternative response, with the goal of ensuring the implementation of the trauma-informed practice model and that children remain safely in their homes whenever possible.Develops, revises, plans, and monitors statewide policy directives and manuals to be implemented by all 24 Local Departments of Social Services (LDSS) to maintain compliance with federal performance improvement plans.Carries out the implementation of the policies through facilitating statewide trainings and technical assistance for all 24 LDSS.Collects and analyzes data and monitors practices outlined in policy and manuals to measure outcomes.Recommends corrective action plans and course revision through analyzing and monitoring data on all 24 LDSS.Manages, monitors, and trains statewide child welfare staff on the use of Federal and State Policy, regulations, and best practices related to families and children receiving Child Protective Services investigative or alternative response.Ensures quality of practice through planning, program development, building partnerships, and advocacy.Prepares and monitors the CPS Budget.Reviews and tracks all service funding requests, makes recommendations regarding approval/denial, and prepares responses.Establishes and implements written standard operating procedures which guide the CPS unit functions of the Administration.Oversees the timely delivery of services to the LDSS’s to ensure families are appropriately referred to various needed services.Researches and analyzes national best practices regarding CPS services for families and children including, but not limited to, innovative workforce development, intense in-home services, substance abuse services, mentorship, and housing initiatives.Prepares and supervises RFP’s (Request for Proposals) for certain CPS service functions. Prepare contracts with vendors for certain services.Obtains bids for said services as outlined by procurement procedures.MINIMUM QUALIFICATIONSEducation: A master's degree from an accredited college or university in Social Work, Psychology, Human Services, Sociology, or a related field.Experience: 8 years of professional experience in a social work capacity in a public or private agency or institution, two years of the required experience working with Child Protective Services, and three years must have been in an administrative, supervisory, or consultative capacity.DESIRED OR PREFERRED QUALIFICATIONSThe ideal candidate will possess:Two years of experience using data to monitor the outcomes in Human Services or a related field, and preparing and writing professional reports or other related documents.Five years of experience working with other State agencies to address the service needs of families and children.Two years experience using office applications such as Google Workspace (Drive, Gmail, Docs, Sheets), Microsoft Office Suite (Word, Excel, PowerPoint), and Smartsheet.SELECTION PROCESSPlease make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment. Holidays - State employees also celebrate at least twelve (12) holidays per year.
