798546100Supervisory Medical Technologist Full range of supervisory including responsibility for assignment of work performed; performance evaluations; recommendations for appointment, awards, advancement. Collaborates with Laboratory Manager concerning appropriate, disciplinary actions; identification of continuing education and training needs. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification (copy of certification required). Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. Education and/or Experience Combination (Transcripts Required): A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND Completion of a medical technology clinical practice program. Note: Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education programs (CAAHEP, formerly SAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. TRANSCRIPTS REQUIRED OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics. AND Two years of post-certification clinical laboratory experience (E.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologist (AMT). This experience must include performing moderate and/or high complexity testing in blood banding, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical certification) in a clinical laboratory. TRANSCRIPTS REQUIRED OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics. AND Five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. TRANSCRIPTS REQUIRED IN ADDITION TO THE BASIC REQUIREMENTS YOU MUST MEET THE GRADE REQUIREMENTS FOR THE GS-12 LEVEL BELOW: Specialized Experience: Must have at least 1 year of creditable experience equivalent to the GS-11, which is directly related to the position to be filled. Creditable specialized experience typically includes but is not limited to: Experience with federal and state laws and regulations, laboratory accrediting and regulatory requirements. Experience with laboratory quality management procedures and principles. Ability to provide a full range of supervisory duties. Ability to analyze organizational, technical, and administrative problems. Skill in interpersonal relations and conflict resolution to deal with employees, team leaders and managers. Experience with setting short and/or long term goals and conducting studies on technical and administrative problems. There is no educational substitution at this grade level. In addition, one must be able to demonstrate the following Knowledge, Skill and Abilities:??????? KSA 1 - Knowledge of laboratory operations including ability to apply the mission and goals of the Health Care System as well as the laboratory quality and strategic policies to the section. KSA 2 - Skill to develop new policies and guidelines, formulate plans, and the ability to judge effectiveness of the operation. KSA 3 - Knowledge of laboratory quality management procedures and principles. KSA 4 - Knowledge of, and ability to, provide the full range of supervisory duties which would include responsibility for orientation and training, assignment of work to be performed, performance evaluations, selection of staff, and recommendation of awards, advancements, and, when appropriate, disciplinary actions. KSA 5 - Skill in interpersonal relations and conflict resolution to deal with employees. KSA 6 - Ability to analyze organizational, technical, and administrative problems to develop and implement solutions that result in efficient overall laboratory operation. KSA 7 - Ability to successfully apply principles and techniques of sound human resources and labor management. KSA 8 - Knowledge and ability to manage fiscal matters of the functions supervised, forecast resource and equipment needs, and administer the allocated budget. The actual grade at which an applicant may be selected for this vacancy is in the Gs-12 Physical Requirements: The employee works and functions in the medical center in a safe manner, including infection control and following practices and regulations governing bio-safety and bio-security in the workplace. See VA Directive and Handbook 5019. ["The incumbent at this level has full supervisory responsibility for a large staff of nonsupervisory personnel, ranging from GS-7 and GS-11 MTs,. The incumbent is responsible for managing and supervising the full range of laboratory service operations in the Hematology & Flow Cytometry Laboratory sections including responsibilities for planning and assignment of work; performance evaluations; selection of staff, awards advancements and when necessary, disciplinary action. Is responsible for monitoring test analyses and specimen examinations to ensure acceptable levels of performance. Assures corrective action is initiated and completed timely. Assures orientation, training, continuing education, and competency assessment of assigned staff. Develops and updates technical policy and procedure manuals. Ensures all staff follows accrediting and regulating bodies. Provides input to and actively participates in procedures to accommodate resource allocation decisions made at the executive level. Serves as a Contracting Officer Representative for reagents and supplies required for section operation. Consults with local and network officials. In addition to the required core competencies, must demonstrate the following: Knowledge of laboratory operations including ability to apply the mission and goals of the Health Care System as well as the laboratory quality and strategic policies to the section. Skill to develop new policies and guidelines, formulate plans, and the ability to judge effectiveness of the operation. Knowledge of laboratory quality management procedures and principles. Knowledge of, and ability to, provide the full range of Hematology laboratory testing as well as supervisory duties which would include responsibility for orientation and training, assignment of work to be performed, performance evaluations, selection of staff, and recommendation of awards, advancements, and, when appropriate, disciplinary actions. Skill in interpersonal relations and conflict resolution to deal with employees. Ability to analyze organizational, technical, and administrative problems to develop and implement solutions that result in efficient overall laboratory operation. Ability to successfully apply principles and techniques of sound human resources and labor management. Knowledge and ability to manage fiscal matters of the functions supervised, forecast resource and equipment needs, and administer the allocated budget. Plans and schedules on-going work. Adjusts staffing levels or work procedures. Chooses methods for achieving work goals, objectives, and management strategies. Day-to-day performance and supervision of highly complex test performance. Is responsible for monitoring test analyses and specimen examinations to ensure acceptable levels of performance. Assures corrective action is initiated when test performance deviates from established performance specifications. Assures orientation, training, and competency assessment of staff. Implements and monitors quality management activities. Performs the full range of supervisory duties. Recommends appointment, plans, and assigns work, gives advice and counsel, and evaluates work of subordinates. Creates, applies, and monitors reengineering and continuous performance improvement initiatives, both within the program and/or the organization. Identifies, defines, and resolves issues associated with complex aspects of the data and ensures the validity of data in relation to the test systems.
